The Kentucky Public Service Commission (PSC) regulates the intrastate rates and services of more than 1,100 investor-owned electric, natural gas, telephone, water and sewage utilities, customer-owned electric and telephone cooperatives, water districts and associations, and certain aspects of gas pipelines. The Commission has an opening for a Staff Attorney Mgr./Asst General Counsel. The Staff Attorney Mgr./Asst General Counsel will be responsible for providing a variety of complex legal services for the Public Service Commission and Commissioners which are often unique or highly technical in matters that are often contentious; overall management of staff attorneys, executive staff advisor and non-attorney staff; interfacing with the regional state committees of the various Regional Transmission Organizations (RTOs) and Independent System Operators (ISOs); serves as the Commission's liaison before the Federal Energy Regulatory Commission (FERC); and advises the Commission on issues involving wholesale markets.

Responsibilities may include, but are not limited to:
- Represents and advises the Commission regarding matters before the Federal Energy Regulatory Commission (FERC) and other relevant bodies related to wholesale markets.
- Provides technical information and administrative support to the Commissioners and Executive Director regarding ratemaking and utility regulation at both the retail and wholesale level.
- Analyzes, reviews, and advises the Commission on issues involving wholesale markets, including policy and legal questions concerning interactions with retail jurisdictional utilities.
- Conducts and coordinates research for the development of new electric generation that will use new fuel sources including nuclear as directed by 2025 SJR 175.
- Manages and oversees the work product of staff attorneys, executive staff advisor, non-staff attorneys, and completes employee performance plans and approves time sheets.
Preferred Skills and Abilities:
- Knowledge of ratemaking and utility regulation at both the retail and wholesale level
- Experience with wholesale markets, including but not limited to, matters before FERC
- Knowledge and experience with the Regional Transmission Organization (RTO) and Independent System Operators (ISOs)
- Experience and participation in RTO and ISO stakeholder processes.
- Management and supervisory experience, skills and abilities.
