Description of Work

Recruitment Range: $53,164 - $73,101

The primary focus of this position will be to provide administration, documentation, reporting and oversight for the Performance Management System, Statewide Learning Management System, all training curriculums (online and in person), help with the development, delivery and analysis of the annual Employee Engagement activities; develop, lead and deliver the internal training and career development programs for staff. Specific emphasis for this position is placed with the legal staff, our largest population and the greatest area of support for training at this point-in-time. This position is the leading resource and technical advisor for NC VIP and the LMS. This position will serve as a liaison for the HR team with peers within DOJ, act as the facilitator and advisor within the Agency for Managers and Supervisors and the liaison for DOJ with OSHR.This position also serves as Technology Specialist for HR. Having advanced experience as a staff development specialist, coupled with knowledge of IT software capabilities and the our agency's processes and procedures, this position will best understand technology and its implementation and application to Human Resources management.This position will assist in helping to develop content with the HR Director for topics of interest for the DOJ intranet which coincide with NC VIP and other training curricula. The development of content may occur in the form of blogs or other creative outreach efforts to help build interest and knowledge regarding the chosen topic of choice.

Knowledge Skills and Abilities/Management Preferences

  • Considerable knowledge of techniques and methods of conducting formal and informal training programs.
  • Considerable knowledge of theory, practices, and principles of human behavior.
  • Ability to formulate ideas and communicate them effectively to a wide range of audiences and situations.
  • Ability to interpret and administer federal and State guidelines and apply them to individual programs.
  • Demonstrated skill in organizing training events, assessing needs, evaluating sessions, planning, executing, and adapting training to meet organizational needs.

Minimum Education and Experience

Bachelor’s degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role; or an equivalent combination of education and experience.
