Please note: This recruitment will fill two Staff Services Manager II (Supervisory) positions within the Human Resources Office – one serving as the HR Programs Manager and one serving as the HR Operations Manager. Applicants may be considered for one or both positions based on their experience and area of expertise.

HR Programs Manager
Under the general direction of the Chief, Administrative Services (CEA Level B), the Staff Services Manager II (Supervisory) serves as the Human Resources Programs Manager – Classification, Pay. Exams, and Performance Management (HR Programs Manager) and provides leadership, direction, and oversight to the Classification and Pay (C&P) Team in the Human Resources Office (HRO) for the Department of Finance (DOF). The incumbent is responsible for managing, planning, and directing the department’s classification and pay, examination, hiring, selection activities, performance management, and employee relations functions. The C&P Team supports departmental programs by ensuring compliance with State Personnel Board (SPB) and California Department of Human Resources (CalHR) laws, rules, policies, and procedures.


HR Operations Manager
Under the general direction of the Chief, Administrative Services (CEA Level B), the Staff Services Manager II (Supervisory) serves as the Human Resources Operations Manager – Transactions and Employee Services (HR Operations Manager) and is responsible for the activities of the Transactions Unit functions in the Human Resources Office for the Department of Finance (DOF). The incumbent plans, organizes, and directs a team of professional and support staff responsible for administering the Department’s payroll, benefits, leave accounting, onboarding, position control, workers’ compensation, reasonable accommodation, employee assistance, Disability Leave and Family Medical Leave Act/California Family Rights Act and special project functions and human resources-related training activities.

Special Requirements

Finance operates under a hybrid telework model, which requires employees to work in the office (report to headquarters) for a minimum of two days during the workweek. The hybrid policy is subject to change, and additional in-office days may be required at management's discretion.
