Job Title: Stakeholder Engineer – Healthcare Design & Construction
Location: Doha, Qatar
Contract Type: Fixed‑Term, 36‑month project
Reporting To: Project Director / Senior Management Team
Salary: To be discussed with the selected candidate

About the Role

We are seeking a highly experienced Stakeholder Engineer to lead and coordinate all stakeholder‑related activities for a major healthcare facility project in Qatar. The successful candidate will act as the primary interface between the client, design consultants, contractors, regulatory bodies, and internal project teams, ensuring that the project’s technical, regulatory, and commercial requirements are fully understood, documented, and delivered on schedule and budget.

Key Responsibilities Area Responsibilities Stakeholder Management• Identify, map, and maintain relationships with all project stakeholders (owner, end‑users, ministries, utilities, suppliers, and subcontractors).

  • Develop and implement a stakeholder engagement plan, including communication protocols, meeting cadences, and issue‑resolution processes. Requirements Capture & Validation• Gather, analyse, and validate functional and technical requirements from clinical, facilities‑management, and regulatory stakeholders.
  • Translate requirements into clear, traceable specifications for the design and construction teams. Interface Coordination• Lead multidisciplinary interface meetings (architectural, MEP, civil, medical equipment, commissioning).
  • Ensure alignment of design outputs with stakeholder expectations and local Qatar regulations (DoH, Ministry of Public Health, Qatar Construction Specifications, etc.).Regulatory & Compliance• Liaise with Qatari authorities to secure permits, approvals, and certifications.
  • Monitor compliance with all local codes, standards, and hospital‑specific accreditation requirements (e.g., JCI).Risk & Issue Management• Identify stakeholder‑related risks, maintain a risk register, and develop mitigation strategies.
  • Escalate critical issues promptly and drive resolution through collaborative problem‑solving. Documentation & Reporting• Maintain a central repository of stakeholder documents, decisions, and change orders.
  • Produce regular status reports for senior management, highlighting stakeholder concerns, progress, and upcoming milestones. Consultancy & Advisory Support• Provide expert advice to design & construction teams on best‑practice solutions that satisfy stakeholder needs while optimizing cost, schedule, and quality. Mentoring & Knowledge Transfer• Coach junior engineers and project staff on stakeholder engagement techniques, Qatar’s health‑care regulatory environment, and effective communication strategies. Required Qualifications & Experience Requirement Details Education Bachelor of Science (B.Sc.) in Engineering (Mechanical, Electrical, Civil, or related discipline).Professional Registration (Qatar) registration not required. Overall Experience Minimum 15 years of professional engineering experience. Relevant Experience At least 7 years in a comparable stakeholder‑engineer or senior liaison role on large‑scale design‑and‑construction projects. Sector Expertise Demonstrated experience on hospital or healthcare facility projects in Qatar is highly preferred. Consultancy Background Proven track record in a consultancy environment delivering design and construction services (concept, detailed design, tendering, contract administration).Technical Skills• Strong knowledge of Qatar construction standards, building codes, and health‑care regulations.
  • Proficiency with BIM, CAD, and project management software (e.g., Primavera P6, MS Project).Soft Skills• Excellent interpersonal and communication abilities; fluent in English (Arabic a plus).
  • Ability to influence and negotiate with senior stakeholders.
  • Strong analytical, problem‑solving, and decision‑making capabilities. OtherWillingness to work onsite in Doha for the duration of the 36‑month contract and to travel locally as required. What We Offer
