Stakeholder Engineer

Job Description

We are looking for a Stakeholder / NOC Engineer to support major infrastructure projects in Dubai, focusing on authority approvals and stakeholder coordination across key government entities.

Responsibilities

• Manage end-to-end NOC process (submission → follow-up → approval → closure)
• Coordinate with authorities including RTA, DEWA, Dubai Municipality, telecom providers and other stakeholders
• Ensure timely authority approvals aligned with project timelines
• Maintain and track NOC logs, approvals status, and stakeholder communications
• Liaise with design teams, contractors, and authorities to resolve technical comments
• Support utilities coordination within ROW and infrastructure corridors
• Identify risks in approvals and drive proactive resolution / escalation
  
  
  

Qualifications

• Bachelor’s degree in Civil Engineering or related discipline
• 5–12 years of experience in infrastructure / utilities projects
• Strong experience handling in RTA / DEWA / DM approvals, NOC submission processes, Stakeholder coordination
• Background working with engineering consultancies (preferred)
• Experience in roads, transport, or utilities projects
• Strong understanding of Dubai authority procedures and regulations
• Experience with utilities coordination (wet/dry)
• Excellent communication and stakeholder management skills
• Ability to manage multiple approvals and deadlines
