The Division of Community & Regional Affairs is recruiting for a State Assessor to join our team!

What you will be doing:
This State Assessor is responsible for the supervision, management and mission of the Office of the State Assessor (OSA). The mission of the OSA is to advise and assist municipalities on assessment and taxation issues, develop the annual Full Value Determination (FVD), provide taxation and assessment education, administer the Senior Citizen and Disabled Veteran Property Tax Exemption Program, and monitor municipal assessment and taxation practices and procedures.

We are interested in candidates who possess some or all of the following position specific competencies:

  • Analysis and Assessment: Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.

  • Real Estate: Knowledge of real estate principles, practices, markets, and values.

  • Education and Training: Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:
  • Analytical Thinking/Problem Solving: Uses a logical, systematic, and sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Mathematical Reasoning: Solves practical problems by choosing appropriately from a variety of mathematical and statistical techniques.
  • Oral Communication:(*) Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
  • Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Equivalent to those typically gained by:
Education in real estate, public policy, law, economics, statistics, finance, accounting, geography, or closely related field;
AND/OR
Progressively responsible professional experience in real and personal property appraisal, taxation, equalization, mapping, and tax reform or relief; building valuation models for mass property appraisal; formulating, working with, or revising policy, regulations, or legislation related to property valuation and taxation; and/or developing and providing educational training for assessment professionals.

Special Note:
Certification by the Alaska Association of Assessing Officers (AAAO) must be obtained within twelve (12) months of appointment. State teacher certification from the International Association of Assessing Officers (IAAO) must be obtained within twenty-four (24) months of appointment.

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Professional experience” means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

Documents Needed at the Time of Interview:

  • Three (3) professional references who have had supervisory responsibility over you along with their daytime contact phone numbers.
EDUCATION:
If post-secondary education is required to meet the minimum qualifications, you must fill in the Education section of the application. If you have not obtained a degree, please indicate the number of units completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position. Transcripts must be attached at the time the application is submitted.

WORK EXPERIENCE:
If using work experience in order to meet the minimum qualifications of the position and it is not already documented in your application, also provide the employer name, your job title, dates of employment, and whether full-or part-time. Applications will be reviewed to determine if the responses are supported and minimum qualifications are clearly met.
