SUMMARY
This position serves as a Storm Water Management Analyst Senior for the Planning Program within the Strategic Planning and Operations Division of Storm Water Services and provides data management and analysis services to the department. This position designs and implements data, research, and analytics projects that improve the quality of information, inform decisions, and prioritize capital projects; as well as cultivates and advances the use of data and evidence to support collaborative problem-solving and process improvements across the department.
Offering Salary: $84,905.10 - $94,338.99 Commensurate with Experience
Essential Duties and Responsibilities

Develops and maintains Storm Water Planning Capital Project Funding Forecasting program.

Develops and maintains Storm Water Asset Management Decision Tree that estimates replacement costs for pipe inventory.

Develops and maintains Storm Water CCTV geospatial analysis that linearly references and calculates risk of identified defects.

Develops and maintains Storm Water asset inspection risk calculation process.
-
Provides data management, quality control, and analytics services to department. Transforms data into actionable information and knowledge for department.

Applies a broad range of analytic techniques and approaches to support collaborative problem-solving and process improvement across the department – e.g., data analysis, visualization, dashboarding, GIS, statistical analysis, business process modelling, program evaluation, behavioral science.

Develops and maintains quality control measures across the division and department.

Provides analytical and tactical support for research and analytics projects, including providing information that is accurate and reliable and integrating and preparing large, varied datasets from internal and external sources for analysis and visualization.

Designs and executes special projects for Storm Water that combine information and processes into insights that improve decision-making ability.

Coordinates and supports program evaluation, outcome measurement, and performance management efforts across multiple disciplines.

Maintains and develops existing data products, dashboards, and map projects.

Supports strategic initiatives.

Performs other duties as assigned.
Knowledge, Skills, and Abilities:

Ability to think strategically and critically.

Proficient task manager who understands the importance of long-term visions while being mindful of day-to-day operations.

Software/technology that aid in data collection, analysis, and presentation (e.g., ArcPro, Excel, Tableau, Low to No Code Software (FME), Python, SQL, TypeScript\React, ASP .NET Core, etc). Familiarity with popular Python DataFrame libraries encouraged (polars/pandas/geopandas).

Various source systems and data retrieval processes

Research design and basic statistical methods

Familiarity with analyzing processes, developing and applying performance metrics, collecting data and producing analytics to make more informed decisions.

Possesses strong communications skills, both written and verbal, and the ability to adapt with different audiences.

A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit
Minimum Qualifications
-
Bachelor’s Degree and three years related work experience, or Master’s Degree and one year related work experience.
CONDITIONS OF EMPLOYMENT
