Stormwater Engineer

The City of Kenosha is seeking a dynamic and innovative person to fill the position of Stormwater Engineer in our City Engineering Department. Under the direction of the Assistant City Engineer, this person will oversee the planning, design, and construction of both small and large scale stormwater projects.

Example of Duties & Responsibilities

• Schedules, supervises, and designs complex stormwater engineering design projects.
• Writes bid specifications; participates in the development and design of major and complex projects, evaluates project costs, and develops and recommends special assessments for special projects.
• Supervises and participates in the analysis and review of stormwater engineering studies and designs prepared by professional consultants; supervises and participates in the selection process for the services of technical consultants.
• Prepares reports and recommendations for the consideration and request for action of professional and administrative superiors and committees.
• Conducts special engineering studies and projects relating to technical and administrative aspects of the public works function.
• Inspects and/or supervises the inspection of construction projects while in progress and upon completion for adherence to plans and specifications.
• Interprets plans and specifications; approves design changes during construction; reviews contractors' change orders and payment requests and makes recommendations to assistant engineers.
• Provides a review of development plans to City Development in regards to stormwater management, grading plans, and erosion control.
• Inspects and assists with drainage complaint resolutions.
• Assists with administrative responsibilities of the Stormwater Utility.
• Assists property owners, contractors, and engineers with questions regarding drainage and stormwater management, including on-site investigations.
• Reviews engineering plans and permit submittals for compliance with City, State, and Federal regulations regarding erosion control, stormwater management, floodplain management, and wetland protection.
• Volunteer opportunities to assist in snow and ice control

Requirements

• Bachelor's Degree from an accredited college or university in civil engineering.
• A minimum of five (5) years of experience in engineering practices related to the area of assignment; or an equivalent combination of training and experience.
• Registration as a Professional Engineer (PE) in the State of Wisconsin or the ability to obtain a Wisconsin PE by the end of the probationary period (1 year) through reciprocity or comity.
• Stormwater design and inspection are desired.
• Previous experience with review and/or design of engineering plans, specifications, and design calculations for recommendation is desirable.
• Development of plans and specifications for stormwater related projects, including but not limited to road resurfacing and reconstruction, sidewalks, curb, gutter, and grading, is desirable.

• Knowledge of engineering and construction principles and practices as applied to the design, construction, and maintenance of public works facilities in the area of specialization.
• Knowledge of mathematical engineering applications, land and surveying methods, and general public works operations.
• Ability to assemble and prepare engineering cost estimates.
• Knowledge of the laws and regulations applicable to the design, construction, and inspection of a variety of public works projects.
• Ability to supervise the work of technical personnel involved in design and construction projects.
• Ability to establish and maintain effective working relationships with employees, contractors, developers, officials, City residents, and the general public.
• Ability to read and interpret construction plans and specifications.
• Ability to prepare assessments for engineering and construction projects.
• Ability to read and interpret legal documents such as State Statutes, Code of General Ordinances, and zoning ordinance.
• Knowledge of computer design software such as, but not limited to AutoCAD Civil 3D, XPSWMM, WinSLAMM, HydroCAD, is highly desirable.
• Knowledge of stormwater management principles and stormwater engineering design.
• Knowledge of hydrologic and hydraulic calculations.
• Knowledge of floodplain and wetland regulations.
• Ability to prepare clear written review letters and reports.
• Ability to communicate clearly and effectively orally in individual and group settings.

• The tasks involve at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending, stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.

Method of Selection

Applicant's education, training and experience will be analyzed. Written, oral, proficiency and/or other exams may be given to determine if the applicant has the necessary knowledge, skills and abilities. Appointment will be made in accordance with City policy, and the Civil Service Ordinance, Rules and Regulations.
