Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel’s India offices.

Job Summary:

The Cranes & Rigging Superintendent is responsible for supervising and directing operations within the cranes & rigging discipline. Supervises and directs cranes & rigging craft, subordinate supervisors, and others, as assigned. Ensures assigned construction performance is following specifications and within schedules and budgets.

Job Dimensions

Supervision Received Receives technical and operational guidance from Area Field Superintendent or other assigned supervising manager.·

Supervision Exercised Provides technical and administrative direction to construction contractors, EPCM contractors.

Major Responsibilities:

• Provide ES&H leadership. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings Ensure that all crane and rigging operations comply with applicable procedures, standards, and local regulations, customer and project-specific requirements Engages in Job Hazard Analysis (JHA) and FLHA for rigging activities
• Oversee that the contractors maintain all site cranes per processes and procedure requirements in regard to safe usage, site relocation, assembly/disassembly of cranes, safe rig up and safe raising-lowering of long boom cranes, proper set up, proper usage and site ground bearing conditions regarding build out of earth and timber crane pads.
• Oversee that the site COE's (crane operator examiners) and crane operator qualification program including crane operator certifications, state licenses and medical certificates verifications are in place and followed by contractors.
• Ensures that assigned personnel are properly qualified for their task (e.g., signaling cranes); that they are trained, competent and aware of their responsibilities, and are complying with all applicable standards, requirements, and safe practices. Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches.
• Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor. Champion the cause of ZERO Accident Philosophy.
• Ensure that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Review and approve subcontractor equipment/personnel mobilization and demobilization if required.
• Perform employee reviews and identify training and development opportunities for subordinate rigging personnel and craft professionals
• Responsible for implementing corporate project policies, procedures, and instructions within their assigned area(s) of operation Coordinate and implement established area operational plans Assist in performing construction testing as required Perform other duties as required by Bechtel management

Education and Experience Requirements:

• University/B. S degree in Engineering or Construction Management plus 8 years of experience or 12 years of equivalent industry experience in-lieu of a degree.

Required Knowledge and Skills:

• Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.
• Computer literate in word processing, spreadsheets, and database applications. Working knowledge of applicable industry codes and standards.
• Excellent communication and problem-solving ability. Ability to read and interpret crane manufactures operator's manual and load charts
• Experienced in safe use and inspection of rigging hardware Monitor and track utilization of all site cranes Certified rigger/signal person.
• NCCCO, NCCCER or equivalent Certified crane operator, NCCCO, NCCER or equivalent Certified OSHA crane inspector Bechtel Certified Rigging Engineer (CRE) certification.

Additional Information:

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.)
