Why does the job exist?

The Income Support Division (ISD) has a Human Resources (HR) Liaison Unit in order to better serve the division's needs to process paperwork that needs to go to the HCA's Office of Human Resources (OHR) and to also provide field office support with ordering supplies and fleet control.

The Supervisor, Business Operations will:
Supervise the ISD HR Liaison Unit;

Oversee ISD constituent complaints;

Assist all ISD management in regard to ISD HR transactions;

Provide facility support for all 33 ISD field offices, along with general operational support and data entry;

Provide monthly updates to all levels of management within ISD on all Employee Relation actions, HR actions, and administrative operations of ISD.

How does it get done?

The Supervisor, Business Operations is responsible for:
Providing short term and long-term planning to create initiatives that further the HR Liaison Unit and ISD goals;

Delegating tasks to employees best positioned to complete them and assisting the team with prioritization of all tasks and empowering staff to make educated and knowledgeable decisions;

Identifying areas of improvement and providing support for solutions;

Supporting effective communication and collaboration with internal and external customers/partners to ensure clear exchange of ideas and promote cross-team opportunities when recognized;

Make decisions and monitor progress of various projects to keep team on track;

Providing feedback for different project aspects for divisional needs;

Assisting with recruitment process to maintain the staffing for the ISD HR Liaison Unit;

Providing direct support to the staff manager and for the development of all HR Liaison Unit staff;

Monitoring progress of meetings as well as outcomes of Action items;

Assisting in building and maintaining efficient and effective professional relationships within the Health Care Authority (HCA) and within ISD;

Supervision of at least two (2) Full Time Employees (FTE).

Minimum Qualification

Associate Degree in Business Administration, Public Administration, or Accounting and two (2) years of directly related job experience operating within parameters and guidelines in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management, contract management, and/or in the procedures of business and management principles involved in strategic planning. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License.

Must obtain a Defensive Driving Certificate.
Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
