SUPERVISORY CORRECTIONAL OFFICER

The position is located at the Department of Corrections (DOC). This position provides direct line of responsibility for the administration and management of all custody and care areas. In addition, the incumbent of this position is responsible for interfacing and/or coordinating with support service areas as those activities pertain to custody, care and security of inmates.

Duties and Responsibilities

Serves as Supervisory Correctional Officer (Major) responsible for managing the DOC subordinate correctional force and the planning, directing and administering of the security program of the facility on assigned shifts. Reviews assignment rosters to ensure 24 hours, seven-day-a-week coverage of all duty posts on any one of three shifts, and equitable assignment rotation in the interest of training and morale. Formulates officers leave, training, shift rotation and sign-off-day schedules in accordance with the security requirements of the facility. Provides direction and deployment of a correctional force, according to shifts and posts, in order to ensure the safety and security of the facility, maintain the discipline and decorum of inmates, and encourage work production and training. May assume charge of emergency or escape procedures and directs such activities until superiors’ arrival. Serves on the facility's Safety/Security Committee, established to formulate plans and issue regulations for the improvement of safety conditions; the Disciplinary Board, and other committees as directed. Responds to issued cell phones and all page/call is required as needed to return to duty and emergency situations. Must be able to use firearm and obtain and maintain a license to carry the firearm.

Maintains liaison with representatives of other units and service/program areas in order to facilitate coordination in the execution of the facility's daily program. Investigates and resolves grievances which could adversely affect the efficient performance of official duties. Conducts extensive investigations on all shifts to detect and eliminate apparent weaknesses in the facility's physical plant or mode of operation. Inspects correctional duty posts and inmate worksites to ensure that officers remain alert, attentive and maintain adequate custodial safeguards. Inspects inmate housing units, recreational areas, worksites to ensure strict adherence to regulations relating to housekeeping and sanitation. Investigates actual or potential escapes, riots, strikes and demonstrations, eliminate all known causative factors which are in conflict with existing regulations; and prepares complete reports for study by the Deputy Warden and other senior officials. Conducts thorough investigations of all charges levied against inmates, actual or potential escapes, riots, strikes and demonstrations. Physical exertion involving prolonged walking and standing, restraining prisoners during emergencies, and participating in escape investigations is required. Knowledge and skill in the use of a computer to complete work related tasks. Ability to provide leadership and direction in a supervisory capacity and team-based environment; and securing subordinate staff.

Qualification and Education

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position that is typically related to the work of the position to be filled. To be creditable, at least one (1) year of specialized must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Must be at the Captain level to qualify.

Licenses and Certifications

Must possess a valid driver’s license. Must be able to use firearm and obtain a license to carry the firearms.

Working Conditions/Environment

Work is performed in a Correctional Facility/Treatment Facility with and around inmates.

Other Significant Facts

Tour of Duty: Rotating Shifts - This is a (24) hour facility, rotating shift and holidays is required for this position, you may be called to return to work in case of an emergency situation.

Pay Plan, Series, and Grade: MSS-007-13

Promotion Potential: No known promotion potential.

Duration of Appointment: Management Supervisory Service (MSS)/At-Will.

MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining: This position is not covered under a collective bargaining agreement

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Safety Sensitive.

TB test will be required for the entry on duty.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
