Job Summary

The System Director for VH Health Information Management ( HIM) has managers reporting to him/her from our various hospitals throughout the system with responsibility for the following functional areas: Forms Management, Regulatory HIM Compliance, Deficiency Management, IT/Systems Coordination, Release of Information, and Image/Scanning Management.

This position provides strategic, operational, and regulatory leadership for HIM services across a multi-hospital, multi-clinic health system utilizing the Cerner electronic health record (EHR) platform primarily with a few others that will be transitioned to Cerner. This role ensures the integrity, availability, security, and regulatory compliance of the legal health record across all care settings while supporting clinical operations, revenue cycle performance, quality outcomes, and enterprise documentation standards.

The Director serves as the system HIM subject-matter expert for Cerner configuration, documentation governance, legal health record management, and hybrid record oversight. This position partners closely with clinical leadership, IT, clinical informatics, compliance, privacy, legal, and revenue cycle teams to drive standardization, compliance, and continuous improvement across the enterprise.

Responsibilities

Responsibilities:

1. Strategic & Operational Leadership

  • Provide system-wide leadership for HIM services across multiple hospitals and outpatient clinics.
  • Develop and execute a system-level HIM strategy aligned with organizational goals, digital transformation initiatives, and regulatory requirements.
  • Standardize HIM workflows, policies, and procedures across inpatient and ambulatory settings.
  • Lead change management efforts related to EHR optimization, regulatory changes, and operational improvement initiatives.
  • Translate strategic plans into operational execution with measurable outcomes.

2. Cerner HIM Governance & Optimization

  • Serve as the system HIM lead for all Cerner-based health record workflows.
  • Provide governance and oversight for Cerner configuration and optimization related to:
    • Document types, chart folders, and chart structure
    • PowerForms and electronic documentation workflows
    • Authentication, signatures, and record completion
    • HIM queues, worklists, and productivity tools
    • Legal Health Record (LHR) and Designated Record Set (DRS) configuration
  • Partner with IT and clinical informatics teams on Cerner upgrades, enhancements, implementations, and integrations.
  • Ensure Cerner workflows support regulatory compliance while minimizing provider documentation burden.

3. Health Record Integrity & Documentation Standards

  • Ensure the accuracy, completeness, timeliness, and integrity of the electronic health record.
  • Establish and maintain system-wide documentation and record completion standards.
  • Oversee provider chart completion, delinquency management, and authentication processes.
  • Ensure appropriate documentation practices across inpatient and ambulatory environments.

4. Enterprise Paper Forms Governance

  • Provide system-level governance and oversight for all paper-based clinical and administrative forms.
  • Ensure forms are standardized, approved, version-controlled, and compliant with regulatory and accreditation requirements.
  • Lead alignment between paper forms and Cerner electronic documentation to support consistent clinical workflows.
  • Oversee scanning, indexing, and integration of paper documentation into the EHR.
  • Reduce documentation risk associated with hybrid record environments and legacy paper processes.

5. Regulatory Compliance & Risk Management

  • Ensure compliance with federal, state, and accrediting body requirements, including CMS, Joint Commission, DNV, HIPAA, 42 CFR Part 2, and applicable state laws.
  • Oversee release of information (ROI), amendments, record retention, storage, and destruction processes.
  • Serve as HIM subject-matter expert during audits, surveys, investigations, and legal requests.
  • Monitor regulatory changes and proactively implement system-wide compliance solutions.
  • Collaborate closely with Privacy, Compliance, Legal, and Cybersecurity leadership.

6. Data Governance & Information Management

  • Partner with IT and data governance teams on:
    • Master Patient Index (MPI) management
    • Patient identity integrity and duplicate resolution
    • Record reconciliation and data quality initiatives
  • Ensure reporting supports HIM operational performance, compliance, and quality metrics.
  • Promote enterprise information governance best practices.

7. Leadership & Team Management

  • Lead, mentor, and develop HIM leadership and staff across all hospitals and clinics.
  • Establish staffing models, productivity standards, and performance metrics.
  • Manage departmental budgets, vendor relationships, contracts, and outsourced services.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Ensure employment practices comply with state and federal laws and organizational policies.

Knowledge, Skills & Abilities

The employee must possess/obtain (by the end of the orientation period) and demonstrate the knowledge and skills necessary to provide developmentally appropriate assessment, treatment or care as defined by the department’s identified patient ages.

Specifically the employee must be able to demonstrate competency in: 1) ability to obtain and interpret information in terms of patient needs; 2) knowledge of growth and development; and 3) understanding of the range of treatment needed by the patients.

Education

• Bachelor's Degree (Required) • Bachelor’s degree in Health Information Management, Health Administration, Business Administration, or related field required • Master’s degree preferred Level of Experience: • Minimum of 7–10 years of progressive HIM experience, including senior leadership responsibility • Demonstrated experience leading HIM operations in a multi-facility health system • Strong experience with inpatient and ambulatory HIM operations • Experience with enterprise EHR platforms required; Cerner experience strongly preferred • Experience supporting EHR implementations, upgrades, or large-scale optimizations preferred
