Job Summary
The Texas Health and Human Services Commission (HHSC) is seeking experienced candidates for a Systems Analyst V – ITSP Lead position within Access & Eligibility Services (AES), Strategic Innovation and System Support (SISS), IT Strategy and Prioritization (ITSP). This role supports HHSC’s mission to connect Texans to essential services by leading complex systems analysis efforts for eligibility and client‑facing digital platforms.
Systems Analyst V functions as a senior individual contributor and technical lead, performing advanced systems analysis under minimal supervision. The role applies independent judgment, serves as a subject matter expert (SME) for assigned applications, provides guidance and peer review to other analysts, and delivers clear, actionable solutions to both technical and non‑technical stakeholders. This position does not have formal supervisory authority.
The position supports systems including the self‑service client portal, eligibility applications, and mobile applications used by clients, eligibility staff, and vendors across multiple programs.
Essential Job Functions (EJFs)
Systems Analysis & Solution Design (30%)

Performs advanced analysis of business rules, user needs, and system requirements to identify and define system enhancements supporting eligibility programs.

Translates complex business needs into clear functional and technical specifications, including business requirements, business rules, process flows, diagrams, mock‑ups, and system design documents.

Defines system goals, evaluates solution options, and recommends approaches aligned with operational, technical, and policy considerations.

Develops clear visual process artifacts (e.g., workflow diagrams, process maps, swim‑lane diagrams) to communicate system behavior and business operations.

Serves as an application process subject matter expert (SME) and technical lead for assigned systems.
Project Delivery & Lifecycle Support (25%)

Collaborates with business stakeholders and IT teams to support initiatives across all phases of the system development lifecycle.

Measures and monitors progress to ensure releases are delivered on schedule and according to agreed‑upon scope and quality expectations.

Coordinates testing activities, including participation in and support of user acceptance testing.

Partners with support and release teams to plan, deploy, and stabilize production releases.

Communicates risks, issues, and dependencies promptly to project managers and leadership.
Stakeholder Engagement & Communication (15%)

Works closely with program staff, leadership, and technical teams to define initiative scope, benefits, and expected outcomes.

Communicates complex technical concepts in clear, plain language to non‑technical audiences.

Provides briefings, written summaries, and presentations related to system functionality, process changes, and implementation impacts.

Maintains a holistic view of the customer experience, considering technical, functional, process, and policy impacts when defining solutions.
Documentation, Data, & Quality Support (15%)

Develops, reviews, and maintains high‑quality system, technical, and operational documentation.

Documents business requirements for data requests; validates and distributes data in a clear, usable format.

Performs validation and quality checks on system outputs and data products prior to release or distribution.

Supports continuous improvement of documentation standards, processes, and style guides.
Leadership, Mentorship & Peer Review (10%)

Provides guidance, technical direction, and peer review for other analysts.

Shares best practices related to systems analysis, documentation, testing, and implementation.

Assists with onboarding and cross‑training of team members on new systems and functionality.
Operational Support (5%)

Participates in on‑call rotation and provides after‑hours or weekend support as needed.

Knowledge, Skills, and Abilities (KSAs)

Knowledge of eligibility systems and platforms, including TIERS, State Portal, DataMart, YourTexasBenefits.com, and mobile applications.

Knowledge of state and federal programs and regulations, including SNAP, TANF, Medicaid, CHIP, HTW, and MEPD.

Skill in facilitating stakeholder discovery to elicit and document business processes and requirements.

Skill in developing visual workflow artifacts such as process maps, swim‑lane diagrams, and system interaction diagrams.

Experience working in Agile/Scrum environments, including epics, user stories, and test cases.

Initial Screening Criteria

Two (2) or more years of professional experience in managing the processes involved in development.
-
Two (2) or more years of experience producing technical documentation.
-
At least one (1) year of experience analyzing data.

Minimum of four (4) years of relevant professional experience in a closely related field.
