The Opportunity
The Systems Engineer will provide senior-level technical expertise in support of the assessment, integration, and evaluation of Open-Source Intelligence (OSINT) systems and capabilities for a U.S. Government program.
This position involves conducting comprehensive system assessments of existing and emerging OSINT tools, platforms, and data ecosystems to ensure alignment with mission requirements, interoperability standards, and security policies. The Systems Engineer will advise program leadership, collaborate with cross-functional teams, and contribute to the development of strategic recommendations that enhance the government’s ability to collect, process, and exploit publicly and commercially available information.
The ideal candidate is a seasoned systems engineering professional with extensive experience in technical evaluation, systems architecture, and intelligence mission support.


Key Responsibilities
  • Lead the technical assessment and evaluation of OSINT systems, tools, and platforms to determine performance, scalability, interoperability, and mission suitability.
  • Analyze system architectures, data flows, and integration points across open-source and enterprise environments.
  • Develop and apply assessment methodologies, test plans, and evaluation criteria for OSINT technologies and capabilities.
  • Assess emerging commercial and open-source tools for potential integration into government intelligence workflows.
  • Provide systems engineering expertise to guide the acquisition, deployment, and modernization of OSINT capabilities.
  • Evaluate system security, data protection, and compliance with government policies and standards (e.g., NIST, ICD 503).
  • Identify technical gaps and recommend solutions to enhance data collection, processing, and analytic capabilities.
  • Collaborate with software engineers, analysts, and program managers to ensure effective system integration and lifecycle support.
  • Prepare detailed technical assessments, design documentation, and formal reports for government decision-makers.
  • Support demonstrations, proof-of-concept efforts, and pilot implementations of OSINT tools and systems.
  • Stay current on emerging technologies, industry standards, and global trends related to open-source data exploitation.
  • Fluency in English (written and spoken)
  • U.S. citizenship and ability to obtain and maintain a TS/SCI security clearance with the US Government.

Education
  • Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, or a related technical discipline required.
Required Skills, Experience & Abilities
  • Minimum of 14 years of professional experience in systems engineering, systems assessment, or technical integration within government or defense programs.
  • Demonstrated experience in evaluating, designing, or implementing OSINT, data analytics, or information exploitation systems.
  • Strong understanding of systems engineering principles, including requirements analysis, architecture design, and lifecycle management.
  • Experience conducting technology assessments and capability evaluations for government customers.
  • Familiarity with open-source and commercially available data ecosystems, tools, and data management architectures.
  • Knowledge of cybersecurity principles, risk management frameworks, and secure system design.
  • Excellent technical writing, briefing, and communication skills, including the ability to convey complex concepts to diverse audiences

Preferred Qualifications

  • Advanced degree (M.S. or M.Eng.) in Systems Engineering, Cybersecurity, or related technical field
  • Experience supporting the Department of Defense (DoD), Department of Homeland Security (DHS), or Intelligence Community (IC).
  • Knowledge of OSINT methodologies, tools, and best practices for publicly and commercially available information (PAI/CAI) exploitation.
  • Familiarity with cloud environments, data integration frameworks, and distributed systems (e.g., AWS, Azure, Kubernetes).
  • Certifications such as INCOSE CSEP, PMP, CISSP, or GIAC Open Source Intelligence (GOSI).
  • Understanding of data compliance, privacy laws, and ethical considerations in open-source intelligence collection.

  • Standard work schedule is Mon-Fri with core hours from 7am-5pm EST
  • 8 hour work day with flexibility within the core hours of operation.
