TAHAKOM - PMD - Business Analyst

Position Objective:

Lead the evaluation and structuring of strategic opportunities in smart mobility, ITS, Mobility Management Solutions (MMS), traffic management, smart parking, mobility data platforms, and transport operations. The role owns opportunity analysis, business cases, and proposal content — acting as the commercial and requirements anchor from early identification through bid submission and mobilization handover.

Job Description & Responsibilities:

  • Opportunity review – Analyze RFPs, ToRs, scope documents, and client requirements; assess objectives, evaluation criteria, deliverables, timelines, risks, dependencies, required capabilities, and implementation complexity.
  • Bid / No-Bid – Lead the assessment of strategic fit, feasibility, and capability gaps; consolidate technical, commercial, financial, legal, and delivery inputs into a clear recommendation.
  • Business case (commercial lead) – Own problem statement, mobility use cases, solution concept, value proposition, cost and revenue assumptions, implementation roadmap, and success measures.
  • Proposal structuring – Translate requirements into response outlines, compliance matrices, workplans, assumptions, and exclusions; draft and consolidate proposal content (operational models, governance, integrations).
  • Functional definition – Define high-level functional requirements for mobility platforms – dashboards, data integration, analytics, alerts, command-centre interfaces, and operational decision support.
  • Market intelligence – Conduct benchmarking, sector and stakeholder analysis, and capability-gap assessments to support evaluation and business cases.
  • Executive outputs – Produce decision papers, briefing notes, opportunity reports, business-case packs, and proposal summaries for management approval.
  • Lifecycle control – Track clarifications, deadlines, dependencies, and approvals; keep alignment between client expectations, RFP requirements, proposed solution, delivery feasibility, and commercial model.
  • Handover – Transfer scope baseline, assumptions, and commercial commitments to the Delivery Manager at mobilization.
  • Continuous improvement – Maintain opportunity templates, content libraries, business-case models, and use-case catalogs.

Qualifications & Experience:

  • Bachelor’s in Business, Engineering, Transportation, Urban Planning, IT, Computer Science, Economics, or related field; Master’s/MBA preferred.
  • 5–8 years in business analysis, proposal development, opportunity assessment, business-case development, consulting, or transport/smart-mobility programs.
  • Strong understanding of smart mobility, ITS, MMS, traffic management, transport operations, smart parking, and data-driven mobility platforms.
  • Strong analytical, documentation, presentation, stakeholder-coordination, and executive-reporting skills; advanced PowerPoint, Excel, Word, and business-case modelling.
  • Proven RFP review, proposal response, opportunity assessment, and bid / no-bid support for technology-enabled or mobility opportunities.
  • Demonstrated business cases, feasibility studies, cost-benefit analysis, operating models, and management decision papers.
  • Client-facing experience with government, semi-government, transport authorities, municipalities, or smart-city entities.
  • CBAP, PMI-PBA, PMP, PRINCE2, Agile, or equivalent.
  • Experience in at least five of: ITS; MMS; smart-mobility platforms; traffic management & monitoring; smart parking / PUDO; public transport & multimodal; fleet management & route optimization; mobility data platforms & analytics; command-and-control / operations centres; smart-city & urban-intelligence initiatives.
