What We Need

Oivan is seeking a dynamic and experienced Talent Acquisition & Resourcing
Specialist to join our People Operation team in Riyadh, Kingdom of Saudi Arabia. This is a unique placement opportunity as a dedicated, embedded Accounts TA Specialist, working 100% on-site for a variety of key accounts. Your contribution is crucial for ensuring our software projects are
staffed efficiently with top-tier talent. You will act as a strategic partner to
project managers, handling full scale recruitment process under account managers, and in collaboration with HR Operations Management.

Your expertise will be vital in managing our resource pool,
forecasting hiring needs, and ensuring a swift and effective recruitment funnel
to support our fast-paced project environment.

The ideal candidate will be a proactive and skilled negotiator with a deep
understanding of compensation and benefits structures within the tech
industry in KSA, including employing from abroad (sponsorship) and via labor partner vendors and associated costs.

You will be responsible for internal resource allocation and
external talent acquisition, ensuring that project teams are equipped with the
right skills at the right time. You have a combination of strategic thinking
and hands-on recruitment experience to build and maintain a robust talent pipeline that aligns with our company's project-based needs in the KSA market.

Your success in this role will be measured by your ability to quickly fill open
positions, optimize resource utilization, and contribute to the overall success
of our software projects. You will work closely with various stakeholders to
understand their needs, manage candidate relationships, and ensure a

What You'll Do


  • Manage the end-to-end recruitment process for software projects,
  • including sourcing, screening, interviewing, and supporting in hiring top talent.
  • Act as the primary point of contact for project managers regarding all resourcing and staffing needs.
  • Develop and maintain a strong talent pipeline through various sourcing strategies.
  • Open negotiations, work with the HR Management on final negotiations and c&b.
  • Manage internal resource allocation, track employee utilization rates, and forecast future hiring needs for upcoming projects.
  • Maintain and update candidate data and workflows within our HRIS (Personio) and staffing tools.
  • Utilize Personio for recruiting, creating workflows, documents, templates, specific to various roles, per Oivan People Operations recruitment policies.
  • Develop and refine job descriptions and role requirements in collaboration with technical leads and project managers.
  • Ensure a smooth and efficient recruitment funnel to minimize time-to-hire and meet project deadlines.


What You Have

  • Location: This is a full-time, 100% onsite position based in Riyadh, KSA.
  • Language: Native or professional fluency in Arabic is mandatory; professional proficiency in English is also required.
  • Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Experience: Proven experience as a recruiter or talent acquisition specialist within an IT consultancy or software development company in the KSA/MENA market.
  • Negotiation Skills: Strong background in salary benchmarking (resolving for external and internal), keen understanding of c&b for Nationals and Expats, ability to clearly communicate those to candidates and begin the negotiation process, concluding with HR management.
  • Recruitment Lifecycle: Demonstrated ability to manage the full recruitment lifecycle in a fast-paced, project-driven environment.
  • Systems: Familiarity with HR Information Systems (HRIS), such as Personio, and staffing/resourcing tools.
  • Interpersonal Skills: Excellent communication and interpersonal skills, with the ability to work effectively with cross-functional, international, culturally diverse teams.
  • Work Ethic: Proactive, self-directed, and accountable with a high degree of professionalism.
  • Resource Management: Experience in resource management and workforce planning is highly desirable.
