About the role:
We are seeking an experienced
Talent Acquisition Specialist
to oversee and deliver end-to-end recruitment for a large
Contracting & Services Division
, covering MEP, FM, ICT, and Fit-out/Joinery. The role manages high-volume hiring across six business units and ensures timely, cost-effective sourcing of both staff and technical/blue-collar manpower.
Key Responsibilities:

Lead end-to-end Talent Acquisition for the Contracting & Services (C&S) Sector across six Business Units.

Assess evolving manpower needs and align hiring plans with BU Heads, TA Head and CCO.

Validate organisational structures, manpower budgets and position approvals.

Develop and maintain Job Descriptions across all job categories, ensuring readiness of candidates at short notice.

Plan and deliver annual hiring volumes (approx. 600 staff and 2,000+ blue-collar).

Map competitors, conduct direct headhunting and maintain market intelligence on pay trends and industry movements.

Build and manage pipelines for technical and engineering roles across MEP, FM, ICT and Fit-out/Joinery.

Identify and collaborate with technical training institutes in India and other countries to source skilled technicians.

Oversee large-scale international campaigns, trade tests and overseas interviews.

Post job adverts, screen CVs, shortlist candidates and coordinate interviews (virtual and in-person).

Manage relationships with recruitment agencies locally and internationally.

Maintain recruitment trackers, dashboards and weekly reports for all BU’s.

Coordinate mobilisation, visa processing and all PRO/PR requirements.

Issue Offer Letters, Employee Numbers and manage all pre-employment documentation.

Handle onboarding logistics including IT assets, SIM, access cards, accommodation and airport pick-ups.

Ensure compliance with company policies, labour laws and audit requirements.

Support workforce planning, blue-collar deployment and succession planning.

Represent the company at job fairs, career events and international hiring drives.

Identify, evaluate and partner with technical training institutes in India and other countries that deliver relevant technical curricula; liaise, coordinate and secure graduates for recruitment.

Coordinate with Talent Development on career growth initiatives for C&S employees.

Maintain a talent pool and prioritise candidates for upcoming C&S vacancies.
Minimum Requirements:

Bachelor’s Degree in Human Resources or related discipline;
CIPD preferred
.

10–15 years’ UAE/GCC experience
in recruitment within Contracting, MEP, FM, ICT or Fit-out/Joinery.

Strong knowledge of engineering trades, skilled technician categories and competitor manpower practices.
-
Demonstrated experience in high-volume recruitment and technical talent sourcing.
-
Travel as required for recruitment campaigns and interviews.
