The Opportunity:

The Human Resources (HR) Department is responsible for ensuring Washington State Department of Agriculture (WSDA) is compliant with all state and federal labor laws and regulations, collective bargaining agreements, policies, and best practices. The staff within the HR department provides direction and consultation to managers, supervisors, and staff regarding all facets of human resource administration.

This position provides senior-level guidance and consultation, independently acting as a point of contact for Human Resources, providing talent acquisition and training services to WSDA employees, managers, executives and customers. This position consults on and offers advice and administrative direction regarding a broad range of human resource matters such as training, outreach, recruitment, related policy, data tracking,
reporting, and analysis. This position acts as a liaison for The Leaming Center (TLC) system and other learning resources for the assigned divisions and assists with the coordination and facilitation of New Employee Orientation to support new WSDA employees with a positive start.

Important Notes:

WSDA is recruiting for a full-time permanent Human Resource Consultant 3 position within the Human Resource Division. This position is eligible for a flexible/hybrid schedule and will need to report to the WSDA Headquarter Office located in Olympia, Washington. This position is non-represented.

This is an in-training opportunity and may be hired as Human Resource Consultant 2 or Human Resource Consultant 3 depending on qualifications.

Based on qualifications the monthly salary range:
If hired as a Human Resource Consultant 2 - In-Training:
Range 54, Step A $60,132 - Step L $80,820 annually

If hired as a Human Resource Consultant 3:
Range 59, Step A $67,992 - Step L $91,464

Duties

Talent Acquisition

  • Conduct full cycle recruitment and retention services for EMS, WMS, and classified positions.
  • Collaborate with managers to ensure recruitment consultation is effective and meets program needs and timelines.
  • Draft job announcement intended to draw the interest of a broad and diverse field of applicants and increase the number of applications received.
  • Develop and implements creative and strategic marketing, branding, outreach, and sourcing initiatives. Promotes WSDA as an employer of choice that welcomes a broad, diverse pool of qualified candidates for vacant positions.
  • Develop, build, and maintain successful collaborative working relationships with internal and external entities including organizations, community leaders, and individuals.
  • Support and provide consultation to hiring managers on Equal Employment Opportunity standards/rules, diversity, equity, and inclusion and other initiatives intended to increase representation of diverse and marginalized groups within the WSDA workforce.
  • Screen applicants for required and desired qualifications. Recommends additional screening measures to find the most qualified candidate for the position.
  • Document and notify applicants of their final status in the hiring process.
  • Manage recruitment records; Collect and maintain all recruitment records for the appropriate retention period.
  • Ensure the Online Hiring System is up-to-date and maintained, including archiving recruitments and ensuring all candidate dispositions are correct.
Training Specialist
  • Act as a point of contact for access to The Learning Center (TLC) system including class maintenance/creation, course maintenance/creation, determining/validating appropriate setup and access, troubleshooting end user support issues; acts as the liaison between WSDA and DES to report system errors or issues.
  • Ensure new employees are setup with the proper access and assignments.
  • Develop, update, and present training modules related to HR topics.
  • Consult with management in the identification of training needs, courses, and other areas of employee development.
  • Define employee training needs and recommends training-related solutions to address skills gaps.
  • Gather and provide training data and periodically presents reports on training to HR and Agency leadership.
  • Coordinate, schedule, or facilitate equity focused training and initiatives; to include employee enrollments, creating timelines, and presenting trainings.
  • May act as the main point of contact for outside agencies and resources related to initiatives when they effect multiple competencies; e.i. Recruitment, when equity initiatives are involved with hiring.

Qualifications

Human Resource Consultant 2 Level


  • Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field. Equivalent education/experience may substitute on a year for year basis.
  • Two (2) years of experience working with state government in talent acquisition, training,
    human resources, or a closely related profession.
OR

  • Two (2) years of experience working with WA State as a Human Resources Consultant at a professional level.

Human Resources Consultant 3 Level
  • Bachelor's degree with focus on business, human resources, social or organizational behavioral sciences, or related field. Equivalent education/experience may substitute on a year for year basis.
  • Two (2) years of experience working with state government in talent acquisition, training, human resources, or a closely related profession.
OR

  • Two (2) years of experience working with WA State as a Human Resources Consultant at a professional level.

Preferred / Desired Qualifications:
  • PHR, SPHR, SHRM-CP, SHRM-SCP
  • Knowledge of federal and state laws, EEOC, HRC, civil service and labor employment law such as the Fair Labor Standards Act and the Equal Pay Opportunities Act.
