Position Summary

The Strategic Talent Advisor serves as a trusted partner to leaders, providing data-driven workforce insights and end-to-end talent solutions that align with organizational strategy, clinical priorities, and regulatory requirements. This role goes beyond transactional recruiting to proactively shape talent pipelines, advise on workforce planning, and strengthen the organization’s ability to attract, hire, and retain high-impact, health plan, clinical and non-clinical talent.

Operating at the intersection of talent acquisition, workforce analytics, and business strategy, the Talent Advisor partners closely with executive leaders, HR, and operational stakeholders to anticipate staffing needs, assess labor market dynamics, and deliver scalable, compliant, and equitable hiring solutions in a complex healthcare and health plan environment.

Essential Duties and Responsibilities

  • Serve as a trusted talent advisor to executive, clinical, and operational leaders, aligning workforce strategies with organizational goals, patient care priorities, and regulatory requirements.
  • Lead proactive workforce planning by analyzing current and future staffing needs, labor market trends, and workforce risks specific to healthcare environments.
  • Develop and execute strategic recruitment plans for clinical, allied health, leadership, and hard-to-fill roles, including pipeline development and succession planning support.
  • Provide consultative guidance to leaders on hiring strategies, role design, compensation alignment, and market competitiveness.
  • Partner with HR, Engagement, and operations to ensure equitable, inclusive, and compliant hiring practices across all roles.
  • Leverage workforce data, dashboards, and recruitment analytics to inform decision-making, identify trends, and continuously improve hiring outcomes.
  • Manage and optimize relationships with external partners, including search firms, staffing agencies, academic institutions, and community organizations.
  • Ensure compliance with healthcare regulations, labor laws, credentialing requirements, and union or collective bargaining agreements where applicable.
  • Drive continuous improvement of recruitment processes, candidate experience, and hiring manager capability through education and change management.
  • Support employer branding initiatives that reflect the organization’s mission, values, and commitment to community health.
  • Advise on retention risks and collaborate with HR partners to address turnover drivers and workforce stability.
  • Anticipate and respond to market disruptions, workforce shortages, and evolving care delivery models with agile talent solutions.
  • Develop external recruiting strategies and execute on those strategies to meet hiring goals
  • Support internal retention strategies such as Employee Engagement, communication, Exit interviews, gathering data to enhance employee experience.
  • Ensure a positive candidate experience
  • Build relationships with community organizations to strengthen the employer brand and attract talent.
  • Act as Union contract SME to ensure all CBAs are adhered to in regards to job vacancies.
  • Inform leadership of labor market conditions on a regular basis
  • Create, review, edit and post advertisements for requisitions
  • Work with managers to update job descriptions prior to posting new requisitions
  • Prepare relevant interview and key criteria selection documentation and ensure candidates are comprehensively pre-screened prior to providing candidate shortlists to Hiring Managers.
  • Prepare Interview panels for interviews and coaching leadership on appropriate questioning techniques, how to avoid unconscious bias and making sure the correct people are in the room for the interview.
  • Attend job fairs, community events, and recruitment outreach activities to support employer branding and talent pipeline development.
  • Customer Service – Provides excellent customer service and shows compassion to all patients, visitors and co-workers. Seeks feedback to ensure all needs are met. Anticipates and recognizes the concerns of others, even if those concerns are not openly expressed.
  • Communication – Keeps manager and team informed of progress, problems, development and plans. Gets along and interacts positively with co-workers and others.
  • Accepts and performs other duties as assigned.

Qualifications

  • Bachelor’s Degree in Business, Human Resources or related field preferred, or equivalent experience
  • Minimum of three (3) years of related recruitment experience in Talent Acquisition
  • Experience with research, lead generation, technology, or content creation.
  • Experience using HRIS and Applicant Tracking Systems (ATS).
  • Ability to leverage platforms based on prior knowledge of, and experience with, a comprehensive sourcing toolset (e.g. LinkedIn Recruiter, Monster, Indeed, CRM/ATS’s and other recruitment tools).
  • Strong communication, interpersonal, and customer service skills.
  • Demonstrated ability to develop and execute effective sourcing and candidate assessment strategies.
  • Strong organizational, time management, and problem-solving skills.

Physical Requirements

While performing the duties of this job, staff is regularly required to sit, stand, walk, talk and/or listen. He/she uses his/her hands to do computer work, write reports, do equipment set-up/cleaning/storage, clerical support, etc. He/she will be using the phone frequently. Good vision is needed to be able to read schedules, enter accurate data, etc. He/she must have good general health and demonstrate emotional stability so as to carry out the above-enumerated duties.

Compliance Requirements

Complies with Chinese Hospital Compliance Handbook including Code of Ethics and all statutes, regulations, guidelines applicable to federal and state programs. Responsibilities include, following the guidelines and reporting suspected violations of any statute, regulations, agreements or guidelines applicable to all healthcare programs.

Base Pay Scale

Starting at $68,640-$90,459 per year. The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.

Pay: $68,640.00 - $100,200.00 per year
