Description of Work Unit
Business and Financial Services exists to maintain and improve the processes which protect the financial integrity of Colorado State University, to provide periodic financial information to various users, to support University financial system users, to monitor transaction flow to assure compliance with Federal, State, and local laws, regulations, and University policies, to analyze and interpret financial data as part of the overall control of University fiscal goals and concerns, and to formulate financial statements and reports in accordance with applicable laws and regulations.

Position Summary
This position reports to the Controller within Business and Financial Services. The Tax Manager manages the daily operations of the tax department at CSU. This position ensures University compliance with the IRS as well as State and Local tax statute in all aspects of tax reporting. This position supervises the Tax Accountant and provides advice to campus on all matters relating to tax.

Required Job Qualifications
  • Bachelor’s degree in Business with a concentration in Accounting or closely related field from an accredited college or university
  • Demonstrated professional accounting experience
  • Demonstrated knowledge and experience with tax and tax research
  • Demonstrated knowledge of IRS regulations
  • Strong problem-solving skills
  • Strong computer skills with Microsoft Outlook, Excel, Word and Teams
  • Strong written and verbal communication skills
  • The successful candidate must be legally authorized to work in the U.S. by the proposed start date; Business and Financial Services will not provide sponsorship for this position.

Preferred Job Qualifications
  • Supervisory experience
  • Higher education or non-profit organization accounting experience
  • Experience with computer databases (i.e. Kuali Financial Systems, ODS, Artic, etc.)
  • Demonstrated use of good judgment and ability to make sound decisions

  • Self-starter and ability to function with little direct supervision

Job Duty Category
Tax Compliance

Duty/Responsibility
  • Researches tax laws and implements changes within CSU to ensure compliance with the tax laws.
  • Manages daily operation of University tax compliance function.
  • Develops planning strategies and procedures to ensure compliance with regulatory requirements and to minimize potential tax consequences for the University.
  • Makes recommendations to University administrators and documents legal basis for conclusions, should they be questioned in audit.
  • Advises campus community on rules/regulations surrounding fundraising and raffle activities and assists in analyzing and mitigating tax risk exposure in connection with University functions.
  • Reviews University activities and Federal and State tax laws to determine Unrelated Business Income Tax liability and reviews new business plans to determine UBIT.
  • Ensures business activity is related to the mission of the University and unrelated business activities are reported properly. Tracks unrelated business revenues and expenses in cooperation with activity managers, estimates and remits quarterly estimated State and Federal tax payments when required, prepares annual Federal and State unrelated business income tax returns for the University.
  • Responds to all non-audit inquiries from external taxing authorities concerning University tax matters; resolves problems and questions, provides information.
  • Applies for exemptions from other jurisdictions’ local taxes when then University is eligible and such action is cost effective.
  • Renews applications for exemptions certificates, as required.
  • Reviews payments made to Nonresident Alien individuals and employees working abroad, researching State, Federal and International tax laws and treaties to determine income tax withholding and reporting requirements.
  • Develops operation procedures and policies to ensure the University complies with tax withholding and reporting requirements.
  • Liaises with external tax advisors concerning tax analysis of transactions contemplated by the University.

  • Prepares or reviews monthly/periodic state and local sales tax returns.
  • Provides timely proof of Federal tax-exempt status and/or exempt status for sales, property and excise taxes to vendors or tax authorities.
  • Oversees the maintenance of the University’s tax-exempt status.
