Programs,Community Affairs Division

GENERAL DESCRIPTION:

Performs advanced (senior-level) managerial work administering the planning operations for the Community Affairs Division. Work involves planning of multiple Community Affairs based programs while overseeing planning staff. Responsible for coordinating activities working with federal partners, subrecipients, and other stakeholders. Makes frequent presentations to the Department’s Board and subrecipient boards. Plans, assigns, and/or supervises the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position will report to the Director of Community Affairs and works closely with the Deputy Executive Director in the crafting of board items.

WORK LOCATION: This position is based at the Department’s Austin Headquarters and is eligible for telework two days a week. While telework is permitted currently, candidate must be aware that Department policies can change which may prohibit telework in the future. This position requires regular in-person attendance at the Headquarters as needed, including participation in Board meetings, hearings, round tables and stakeholder meetings. This position includes periodic travel, including to rural areas, to attend subrecipient events, trainings and board meetings. Candidates must be flexible and able to reliably report to Headquarters as needed.

SPECIFIC JOB RESPONSIBILITIES:

  • Responsible for the management, coordination, and direction of the day-to-day activities of Community Affairs planning activities. Performs short to long term planning activities, prepares recommendations to the Division Director and the Deputy Executive Director as well as justifying and enacting changes in policies, procedures, rules, regulations, and guidelines.


  • Directly responsible for the evaluation of planning staff assigned to the Community Affairs Division planning section.


  • Acts as a liaison between the Department and federal funding entities for the Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP) and the Department of Energy (DOE) Weatherization Assistance Program WAP).


  • Responsible for developing, closely tracking, and submitting State Plans and Applications for all programs administered in the Community Affairs Division.


  • Responsible for developing new reports, tools and visual aids of the activities and progress of the CA programs.


  • Represents the Department at meetings, hearings, conferences and seminars or on boards, panels, and committees.


  • Responsible for the coordination and supervision of the Community Affairs phone system.


  • Responsible for the management of and handling of complaints concerning Community Affairs programs.


  • Responsible for the collection and management of Previous Participation Reviews for all Community Affairs subrecipient awards.


  • May speak publicly on programs and policies of the Department.


  • May attend conferences, trainings, and visits to subrecipients, independently or jointly with the Community Affairs Director and/or peers, to cross-train on supporting subrecipient Boards, Directors and staff.


  • Responsible for the development and management of Requests for Applications (RFA) and Notices of Funding Availability (NOFA) for the Community Affairs Division to include scoring applications, handling appeals, and recommendations of awards to the Governing Board.


  • Responsible for the establishment and maintenance of good working relationships through frequent interaction, including attending in-person meetings, with Federal grantor staff; Department employees; subrecipient Executive Directors, Boards and staff; and elected officials.


  • Responsible for the development and maintenance of the Community Affairs Division rules, revisions and Board actions relating to rules.


  • Responsible for the preparation of all Community Affairs Board Materials for the Governing Board including oral presentation of items to the Board.


  • Serve as the primary point of contact for RFAs, NOFAs, state plans, board items, complaints, the phone system and all other planning activities.


  • Responsible for the development of procurement materials (i.e., Requests for Proposal, Requests for Offer) for the Community Affairs Division and the subsequent management of associated contracts.


  • Generate reports and timelines relating to tracking of deliverables and initiatives, generate information materials, maintain status of reports, distribute formal and informal communications and schedule and facilitate meetings.


  • Coordinate and host public hearings, roundtables, public and internal meetings.


  • Ensure cross-coordination among different sections with Community Affairs (Training & Reporting).


  • Works closely with the Department’s Compliance Eligibility Manager on the implementation of PRWORA in Community Affairs programs.


  • Works closely with the Chief of Fraud Prevention and Investigation to develop and implement tools for detecting and preventing fraud in Community Affairs programs.


  • Travel up to 10 percent.


  • Comply with all applicable safety rules, regulations and standards.


  • Performs other work as assigned.

Qualifications


EDUCATION/EXPERIENCE:

  • Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is required. Experience and education may be substituted for one another.
  • 3 or more years experience in management of federal or similar programs.

PHYSICAL REQUIREMENTS:

  • Ability to sit for long periods of time.


OTHER
:

Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
