Overview:

The Team Leader provides overall strategic and technical leadership for the Final Evaluation of the NDC Partnership’s 2021–2025 Work Program. This role is responsible for evaluation design, team management, stakeholder engagement, and delivery of all key outputs (Inception Report, Draft and Final Reports, and presentations).

Responsibilities
Essential Duties/Tasks and Responsibilities:

  • Lead the overall evaluation design, including Theory of Change review, evaluation matrix, and mixed-methods approach covering relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Coordinate and supervise the work of all team members.
  • Lead high-level engagement with the NDC Partnership Support Unit and key stakeholders, including facilitation of virtual and in-person briefings.
  • Oversee and participate in key informant interviews, five country visits, and analysis of data disaggregated by region, ODA category, and institutional type.
  • Ensure integration of cross-cutting themes (gender equality, youth engagement, climate finance, NDC enhancement) in the evaluation design, analysis, and recommendations.
  • Lead drafting and finalization of all deliverables and guarantee quality assurance, ethical standards, and data protection throughout the assignment.

Qualification Requirements:

  • At least 10 years of experience in:
  • Conducting independent work program evaluations for international non-profit or international organizations, and
  • Evaluations of international coalitions/partnerships (e.g., UN coalitions, multi-government, and institutional/development partner coalitions).
  • Demonstrated experience in the management, coordination, or implementation of climate change and sustainable development programs at international and/or country level; experience combining climate change and international development is a strong asset.
  • Proven track record in leading comparable evaluations, including multi-stakeholder, multi-country assignments.
  • Strong knowledge of the Paris Agreement and climate finance architecture.
  • Ability to conduct field visits and stakeholder engagement in English, French, and Spanish (strong written and spoken proficiency in all three).
  • Expertise in at least some of the NDC Partnership’s key thematic areas: gender equality, youth engagement, climate finance, NDC enhancement.
  • Excellent leadership, coordination, communication, and report-writing skills.

Education: Advanced degree (Master’s or higher) in climate policy, environmental science, international development, economics, or a related field.

Working Environment: Work is typically performed remotely.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
