RSI is currently looking for a Technical Advisor IV – Project Controls. The ideal candidate must have excellent verbal and written communication skills. This position requires a candidate that can work independently and collaboratively, thrives on exceeding expectations, is highly organized, and is adept in working on multiple projects/initiatives simultaneously.

Primary Responsibilities

Your role will be in working with NNSA SRS (Savannah River Site) PMO under the direction of the RSI Program Manager. The mission of the PMO is to direct, administer and oversee the management, planning, technology development, design, construction, testing/commissioning and start-up of the government-owned, capital line-item projects at the Savannah River Site (SRS) safely within budget, schedule and quality requirements for the established Performance Baseline. You will assist NNSA PMO, IPT, Federal Project Directors and other NNSA Offices as needed with services to support management, technical and quality requirements necessary for the successful accomplishment of program and project roles, responsibilities, authorities and accountabilities in accomplishing their mission.

  • Review and analyze the Monthly Reports and associated Variance Report for validation and/or correction of cost and schedule performance.
  • Review and assess SR PMO systems, processes, procedures, and performance infrastructure to ensure effective IPT performance.
  • Provide and utilize management tools to evaluate cost and schedule performance such as Acumen Fuse, Claim Digger and others to provide the necessary management insight into potential project issues and conditions.
  • Conduct independent analyses of cost and schedule information and project control systems and processes, including the Earned Value Management System.
  • Develop and or support Independent Cost Estimates (ICE) and Independent Cost Reviews (ICR).
  • Develop and support cost loaded integrated project schedule (IPS) development and IPS Reviews.
  • Review, evaluate, and develop cost and price estimates and analyses for Request for Equitable Adjustments (REA). Develop independent scope, cost & schedule estimates in support of the FPD.
  • Deliverables for all items noted above include assessment plans and associated briefings and reports.
  • Provide or support the FPD and PMO in preparation and execution of the Project Change Control Board.
Job Knowledge/Qualifications/ Education

  • Must possess a degree in Engineering, Science, or related discipline. An advanced degree is a plus.
  • Must have a minimum of 20 years of directly relevant technical experience.
  • Must be considered a Subject Matter Expert throughout the DOE or Commercial Nuclear Complex
  • Experience must include a detailed history demonstrating the ability to resolve difficult technical issues to satisfactory and successful conclusion
  • Must demonstrate expert level knowledge of Earned Value Management System (EVMS) processes and requirements.
  • Must demonstrate expert level knowledge in project budget and cost management.
  • Must demonstrate knowledge of data analysis related to project controls oversight.
  • Knowledge of DOE projects and EVM systems and experience directly related to nuclear construction.
  • Experience with SRS is desired but not required.
