Job Purpose:
  
  Technical Documentation Specialist, also known as Operations Specialist - Technical will be responsible for managing all construction aspects of technical documentation, design submissions, and coordination with local authorities. This role plays a vital part in ensuring that design documents are well-organized, submitted on time, and compliant with regulatory requirements from entities such as DM, DDA, Trakhees, Civil Defence, and DLD. The position ensures smooth document flow between internal teams, consultants, contractors, and government authorities across all design and permitting stages.
 
  Key Responsibilities:
 
- 
    Technical Document Control:
   
- 
   Maintain an organized document control system for all design and construction-related technical documents, drawings, reports, permits, and correspondences.
  
- 
   Control the receipt, issuance, revision, archiving, and retrieval of all design documents in accordance with project procedures.
  
- 
   Ensure version control and proper filing of architectural, structural, MEP, ID, and landscape design documentation.
  
- 
   Manage document transmittals and ensure distribution to relevant parties (internal teams, consultants, contractors).
  
- 
    Design Submission Coordination:
   
- 
   Prepare and support timely submission of technical documents and design drawings to government authorities including DM, DDA, Trakhees, Civil Defence, and DLD.
  
- 
   Coordinate with consultants and in-house design teams to ensure submission packages meet regulatory and formatting standards.
  
- 
   Track the submission process and follow up on comments, clarifications, and re-submissions.
  
- 
    DM Interface:
   
- 
   Handle submission processes on DM’s online systems such as DBP (Dubai Building Permit) and CED.
  
- 
   Ensure all required documents, drawings, and NOCs are submitted in line with DM guidelines.
  
- 
   Liaise with DM representatives to expedite approvals and resolve any submission issues.
  
- 
    DLD Coordination:
   
- 
   Support documentation and coordination for land registration, built-up area (BUA) verification, unit registration, and title deed issuance.
  
- 
   Ensure submission of correct project information, design layouts, and legal documents required for DLD approvals.
  
- 
   Liaise with legal and development teams to ensure compliance with DLD regulations related to off-plan projects or master communities.
  
- 
    Reporting & Documentation Logs:
   
- 
   Maintain up-to-date logs and trackers for all authority submissions, design approvals, document revisions, and pending items.
  
- 
   Generate weekly/monthly reports for management detailing submission status, authority approvals, and document control metrics.
  
- 
   Ensure audit readiness of all controlled documents and support compliance checks.
  
- 
    Qualifications & Experience:
   
- 
   Bachelor’s Degree or Diploma in Architecture, Engineering, Construction Management, or related field.
  
- 
   2–5 years of experience in technical document control and authority coordination and submissions in the UAE construction/real estate industry.
  
- 
   Proven experience working with Dubai Municipality, Dubai Land Department, DDA, Trakhees, and Civil Defence.
  
- 
   Familiarity with online platforms such as Dubai Building Permit (DBP), CED, and DLD systems.
  
- 
    Skills & Competencies:
   
- 
   Excellent organizational and documentation skills.
  
- 
   Strong knowledge of document control systems (e.g., Aconex, Primavera Contract Management, Procore).
  
- 
   Basic understanding of technical drawings and construction terminology.
  
- 
   Good interpersonal and communication skills for coordination with government bodies and stakeholders.
  
- 
   Proficiency in MS Office, Adobe Acrobat, and basic AutoCAD file handling.
