About the Job
EAA is currently seeking a highly skilled and motivated
Technical Manager
to manage the Technical Department’s day-to-day functions and provide senior technical leadership in climate change, green skills, and youth empowerment. In line with ROTA’s mission, the role drives projects and introduces innovative initiatives that equip youth to build greener, more resilient communities, while supporting the Executive Director in program design, oversight, M&E, reporting, and partnerships, and strengthening networks with partners and international stakeholders in the climate change sector to maximize impact.
Key Responsibilities

Provide technical leadership in the oversight, design and implementation of ROTA’s climate change, green skills, and youth empowerment portfolio.

Ensure that Education for Climate Action (ECA), youth climate actions, and green economy skills are embedded across program strategies and interventions.

Support the Executive Director in advancing ROTA’s technical vision, ensuring programmatic alignment with organizational strategy and EAA priorities.

Formulate annual business plans, policies, and procedures aligned with ROTA’s strategy; oversee KPIs for performance and quality monitoring; ensure plans are delivered within budget and timelines; and maintain effective, efficient departmental processes to achieve high performance standards.

Provide and lead the technical oversight on project proposals, donor submissions, and new program designs, ensuring quality, feasibility, and sustainability.

Guide the design and scaling of programs that equip youth with green skills, foster youth-led climate initiatives, and strengthen community resilience (including refugee and displaced settings).

Lead the development of ECA curricula, training content, and non-formal community learning programs that prepare youth for participation in the green economy.

Oversee technical teams in the planning, implementation, monitoring, and evaluation of projects to ensure delivery against agreed objectives, timelines, quality standards, and donor requirements.

Ensure robust M&E frameworks and KPI tracking are in place for evidence-based reporting, performance monitoring, and continuous learning.

Supervise the project report review process, endorse technical reports, and ensure the preparation of timely and compliant reports for donors, management, and stakeholders, while applying risk management approaches to adapt to changing contexts.

Direct initiatives that build youth leadership skills, climate awareness, and employability pathways in the green economy.

Mentor youth beneficiaries and ensure programs create opportunities for locally led climate actions and sustainable community projects.

Manage and strengthen technical partnerships with international NGOs, UN agencies, government stakeholders, and donors to advance ROTA’s climate and education agenda.

Represent ROTA in international and regional platforms, ensuring ROTA’s work is recognized within global education and climate networks.

Oversee technical program budgets, ensuring alignment with project priorities and donor guidelines.

Advise the Executive Director on cost-effective program design, resource allocation, and financial risk management.

Promote knowledge sharing, innovation, and best practices in green skills programming, youth climate action, and sustainable education initiatives.

Contribute to building a values-driven culture that prioritizes equity, sustainability, and collaboration.
Qualifications & Experience
Education:
-
Bachelor’s degree in Social Sciences, Environmental Sciences, Education, or a related field is required;
-
Master’s degree preferred, with focus on climate change, environmental policy, or sustainable development an advantage
Experience:
-
Minimum of 10 years of progressive, full-time experience in areas such as climate change, green skills, environmental programs, international education, and sustainable development, including work with governments, civil society, and international organizations.

Asset: Additional experience with carbon credits and climate financing will be considered an advantage.

Leadership: At least 3 years in a supervisory or managerial role, with proven ability to lead teams implementing climate or education for climate action initiatives, and delivering results in multi-country or complex settings.

Technical Expertise: Strong track record in designing and implementing project monitoring frameworks, performance evaluation mechanisms, and strategies for programs focused on climate change, green jobs, youth empowerment, or education for sustainable development. Demonstrated ability to lead multi-sectoral programs and manage cross-functional teams.
Preference:

Preference will be given to Qatari nationals with solid experience in developing and implementing project monitoring frameworks and strategies
Competencies:

Extensive experience in climate change, education for sustainable development, green skills, and green economy initiatives, particularly in developing countries.

Proven track record in designing, implementing, and managing large-scale education and climate-related programs across international contexts.

Substantial engagement with high-profile officials, governments, UN agencies, international NGOs, civil society, and education policy makers.

Demonstrated success in leading teams to deliver project milestones, monitoring grant agreements, and ensuring timely achievement of donor targets.

Experienced in designing and securing successfully funded proposals, and in leading negotiations with donors and funding agencies.

Skilled in managing multiple projects simultaneously, ensuring alignment with organizational strategies, budgets, and timelines

Knowledge of change management tools and techniques to support organizational and program adaptation.

Attention to detail, results-oriented, and capable of working effectively across diverse teams and multicultural environments.
Language Skills:

Excellent written and verbal communication skills in English, with proven ability to produce high-quality reports, proposals, and presentations; Arabic proficiency is an asset.
