Technical Manager - Asphalt

Job Summary

The Manager has to provide daily supervision for a number of crew and administrative functions engaged in asphalt paving to achieve productions that keep jobs on or ahead of schedules and below estimated cost.

This position requires maintaining a good working relationship with inspectors/operators, developers, vendors and subcontractors. Technical manager oversees the planning, execution, and delivery of technical projects, ensuring alignment with organizational goals.

Main Responsibilities:

• Administer, design and control the production of Asphalt Mix designs & Emulsions in accordance with the specification, QA/QC & ISO 9001 stringent guidelines and procedures.
• Designing tack coats, modified bitumen etc, advise the production team on all matters pertaining to cost-effective production, health & safety and quality control in asphalt, in bituminous emulsions manufacturing, in accordance with site/customer requirements.
• Preparation of briefs, scope documents and assessment of consultants proposals.
• Obtaining ministry approvals.
• Ensure responsibility of the laid materials.
• Conducting various tests on raw materials as per the standard procedures.
• Progress of the project has to updated and documented as necessary.
• Lead the team in quality assurance test, new product development and research to support the companys growth.
• Liaise with government bodies, external laboratories and all projects stakeholders.
• Budgeting & procurement of resources like manpower, equipment and material required for the project.
• Control and close monitoring of the resources, not exceeding the budget.
• Provide necessary training on the operation methods to the subordinates.
• Assigning/scheduling a specific task to the employees and sub-contractors and utilizing the manpower in an efficient manner.
• Come out with acceptable action plan in case of any failure.
• Completing the project within the estimated budget.
• Planning and discussing with consultants about the progression of the project.
• Acts as a key person in conveying the project details between the consultants, top management and others related to the project.
• Setting KPI for individual employee in the department and conduct assessment test & analyze the areas of improvement, take action plan for the same.
• Planning, managing, controlling and monitoring the day-to-day activities of the subordinates and crew members.
• Monitor and advise on the use and storage of raw materials submitting comprehensive monthly reports. Have the practical knowledge and understanding of Asphalt/Emulsion Mixing Plants.
• Compliance with the companys internal policies, code of conduct, safety and security rules & regulations and environmental aspects as per the IMS standards.
• Support 5S standards routinely by maintaining a clean and orderly work area.

Qualifications & Requirements Education:

• Bachelors and PHD/Masters Degree in Civil/Materials Engineering
• Minimum Ten years of experience in same field.
• Fluency in Arabic and English Reading and writing.
• Excellent communication skills.
• Able to work within tight deadlines.
• Very Good knowledge of Microsoft office
