Job Purpose:

To lead and manage all technical office functions for civil works, ensuring that design, shop drawings, material submittals, quantity surveying, and project documentation are delivered in accordance with project specifications, construction schedules, and quality standards. The Technical Office Manager serves as the technical backbone of the project team, bridging between design, site execution, and client requirements.

Key Responsibilities:

1. Technical Management:

  • Supervise and manage all civil technical office activities including drawings, BOQs, material submittals, and RFIs.
  • Review and coordinate design drawings, shop drawings, and as-built drawings.
  • Ensure compliance with project specifications, standards (SBC, ASTM, BS, ACI), and local authority requirements.
  • Coordinate with consultants, clients, and subcontractors on technical issues and design changes.

2. Planning & Coordination:

  • Develop and maintain the project’s technical documentation system.
  • Coordinate with planning and procurement teams for material approvals and timely delivery.
  • Liaise with site engineers to resolve technical problems and ensure smooth workflow.
  • Review and approve subcontractors’ shop drawings and calculations.

3. Quantity Surveying & Cost Control:

  • Review and verify quantities and variations.
  • Support in preparing interim payment certificates (IPCs) and change order documentation.
  • Coordinate with the commercial team to ensure accurate cost control.

4. Quality & Compliance:

  • Ensure all civil works meet contractual and quality standards.
  • Support QA/QC teams in material inspection requests (MIR) and work inspection requests (WIR).
  • Ensure compliance with KSA building codes and safety regulations.

5. Team Leadership:

  • Supervise and mentor the technical office engineers and draftsmen.
  • Conduct technical coordination meetings and monitor progress of documentation deliverables.

Qualifications & Experience:

  • Education: Bachelor’s Degree in Civil Engineering (Master’s preferred).
  • Experience: Minimum 14–20 years of experience in construction technical office work, with at least 5 years in a managerial role within KSA.
  • Industry: Civil construction (Water Projects, Infrastructure, Residential, Commercial, or Mega Projects).
  • Certifications:
  • Saudi Council of Engineers (SCE) registration preferred.
  • PMP or equivalent is required.

Skills & Competencies:

  • Strong knowledge of construction standards (SBC, ASTM, ACI, BS).
  • Proficiency in AutoCAD, Revit, Primavera (P6), and MS Office.
  • Excellent understanding of project documentation and shop drawing review.
  • Strong leadership, coordination, and communication skills.
  • Fluent in English; Arabic is an advantage.
