We are looking for the following experts for a Prestigious Rural Transformation Project (Monitoring & Evaluation) in Chennai, Tamil Nadu.

Project Summary.

Project Location: Chennai, Tamil Nadu.

Project Duration: 5 years

Input Requirement: (Full Time)

Position, Qualifications & Experience as follows:

1. Technical Project Manager / Senior Impact Evaluation Specialist: Qualifications & Experience:

  • Masters degree (Ph.D preferred) in Economics, Statistics, Mathematics, M.Tech, or Public Policy.
  • At least 1012 years of experience in Monitoring & Evaluation (M&E), including a minimum of 5 years of experience in designing and leading large impact evaluations.
  • At least two prior projects or publications as author and lead where Randomized Controlled Trials (RCTs) or Natural Experiment methods were deployed.
  • Proven track record in M&E and in conducting rigorous program evaluations.
  • Preferably, at least 5 years of specific experience in monitoring and evaluation of public policy programs.

Key Roles and Responsibilities:

  • Overall project management and team leadership.
  • Client interfacing and stakeholder coordination.
  • Technical ownership of study design, analytical guidance, and report writing for all deliverables.
  • Independently leading the design of large-scale impact evaluation studies.

2. Econometrician / Impact Evaluation Specialist: Qualifications & Experience:

  • Advanced degree (Ph.D preferred) in Economics, Statistics, Mathematics, or a B.Tech in Data Science from a reputed and top-ranking university.
  • Specialization in advanced econometric techniques for impact evaluation.
  • At least 710 years of experience in Monitoring & Evaluation (M&E), including at least 3 years of experience conducting large-sample impact evaluations using experimental and quasi-experimental methods.
  • At least two prior studies as author and lead in the areas of rural livelihoods and enterprises.
  • Proven track record in M&E and in conducting rigorous program evaluations.

Key Roles and Responsibilities:

  • Technical leadership in study design, statistical analysis, and sampling.
  • Leading impact evaluations using experimental and quasi-experimental methods.
  • Overseeing process monitoring and assessment activities.

3. Senior Data Analyst: Qualifications & Experience:

  • Degree in Economics, Statistics, Public Policy, Development Studies, or a related discipline with a strong quantitative/data-oriented coursework background (M.Sc. or M.A. preferred).
  • At least 58 years of experience in data analysis and in supervising household surveys, as well as experimental or quasi-experimental impact evaluations.
  • Experience in rural collectives, livelihoods, and value chain/enterprise development.
  • Proficiency in statistical software such as STATA or R.
  • Must have completed at least two large survey-based research studies.

Key Roles and Responsibilities:

  • Lead process-monitoring field teams and oversee field implementation.
  • Conduct secondary and primary data analysis for matching, sampling design, and survey data analysis.
  • Develop questionnaires and monitor the quality of survey data collection.
  • Ensure strong coordination with district-level staff and the PMU.

Time Commitment:

  • Expected to spend at least 60% of the year in the field working closely with district-level teams and the PMU.

4. Mid-level Data Collection / Field Operations Expert: Qualifications & Experience:

  • Bachelors degree required, with 810 years of experience in large rural household survey data collection and qualitative studies.
  • Experience managing at least two large-scale survey data collection efforts.
  • Background in rural collectives, livelihoods, value chains, or enterprise development.

Key Roles and Responsibilities:

  • Lead process-monitoring field teams and oversee all data-collection activities.
  • Contribute to questionnaire development.
  • Monitor and ensure the quality of survey data collection.

Language Proficiency: Fluency in Tamil is essential.
