Responsibilities

• Identify and monitor both domestic and international tender opportunities across relevant sectors and regions (e.g., EKAP - Electronic Public Procurement Platform of Turkey, UNGM - United Nations Global Marketplace, TED - Tenders Electronic Daily (EU), UNDP Procurement Portal, NSPA - NATO Support and Procurement Agency, and eTenders portal)
• Manage the end-to-end tender process — from opportunity tracking and document review to bid preparation, submission, and follow-up
• Review administrative and technical specifications, assess eligibility, and ensure full compliance with tender requirements
• Coordinate internal approvals (such as Business Units ((e.g. IoT, Marine, Experience Design, Target & Simulator)) and ensure timely proposal delivery by collaborating across departments to prepare technical and financial inputs and take necessary actions
• Identify and engage international partners / sub-contractors to collaborate on overseas tender opportunities
• Prepare all required technical, financial, and administrative documentation for bid submissions
• Liaise with clients, suppliers, and public or private procurement authorities throughout the tender process
• Track tender outcomes, maintain updated records, and report bid performance regularly
• Keep up to date with relevant procurement laws, EKAP regulations, and international e-tender platforms
• Support continuous improvement of internal tendering procedures, templates, and documentation standards
  
  

Requirements

• Minimum 3-5 years of experience in tender/bid management (public or private sector)
• Hands-on experience with EKAP and familiarity with international tender platforms
• Strong understanding of tender documentation, pricing, compliance, and proposal coordination
• Proficient in MS Office (Excel, Word, PowerPoint)
• Strong coordination, communication, and time-management skills
• Detail-oriented, analytical, and able to manage multiple tenders simultaneously
• Familiarity with both public and private sector bidding processes
• Excellent command of English and Turkish (written and spoken)
• Knowing an additional foreign language such as French, Arabic, German, or Spanish is a plus
• Knowledge of procurement procedures in the Middle East and Europe (e.g., UAE, Saudi Arabia, Netherlands) is an advantage
• Certification or training in procurement or contract management is a plus
