Tender, Procurement & Commercial Engineer (MEP + Civil)
Location: Dubai
About the Role
We require a commercially strong Tender Engineer to manage pricing, subcontractor procurement, and bid strategy for MEP, Civil, and FM projects. This is a profit-protection role, not a documentation role.
Key Objective
To win tenders profitably by controlling full tender lifecycle from bid/no-bid decisions to subcontractor award, ensuring back-to-back commercial protection.
Core Responsibilities (Non-Negotiable)
1. Bid / No-Bid Commercial Gatekeeping

Review RFQs and decide if the tender is commercially viable

Identify high-risk scope gaps, payment terms, and unrealistic timelines
-
Advise management on whether to proceed or walk away
2. Tender Pricing (MEP + Civil)
-
Prepare accurate rate build-ups based on productivity and market rates
-
Estimate manpower, prelims, logistics, tools, transport, and overhead
-
Build cost models for:
-
HVAC, Plumbing, Electrical
-
Civil works (blockwork, plaster, concrete, finishing)
3. Subcontractor Sourcing & Procurement

Break tender scope into subcontract packages
-
Source subcontractor quotations and benchmark against market
-
Negotiate pricing, scope, timelines, and commercial terms
-
Recommend subcontractor award strategy
4. Commercial Risk Protection (Back-to-Back Contracts)

Ensure subcontract agreements match client scope and timelines
-
Protect company margin through:

Exclusions
-
Clarifications
-
Rate validity
-
Escalation clauses
-
Payment terms alignment
5. Tender Submission & Compliance

Prepare and manage all tender documentation:

BOQs
-
Commercial offers
-
Technical compliance schedules
-
Tender clarifications and exclusions
6. Handover to Operations

Provide a clear commercial handover explaining:

How pricing was built
-
What assumptions were used
-
What exclusions apply
-
What subcontractor scope is included

Candidate Requirements

7–12 years
tendering/commercial experience in UAE

Strong exposure to
MEP subcontracting + civil works

Proven ability to handle fast RFQs and developer workflows
-
Experience dealing with
subcontractor pricing and negotiations

Strong understanding of UAE market rates, labour productivity, and supply chain

In a nutshell we are looking for someone who is commercially aggressive, risk-aware, not scared to challenge BD, and confident negotiating with subcontractors.
