Job Summary:
The GEM & Tender Specialist is responsible for identifying, preparing, submitting, and managing bids and tenders on the Government e-Marketplace (GEM) portal as well as other public and private sector tenders. This role involves handling documentation, ensuring compliance with government regulations, coordinating with internal teams, and tracking bid progress to secure government and infrastructure-related projects.
Key Responsibilities:GEM Portal Operations:
- Manage the complete lifecycle of bidding on the GEM portal (vendor registration, product listing, bid participation, invoice generation, and payment follow-up).
- Upload and maintain accurate product/service catalogues and compliance documents.
- Track and respond to new bid opportunities, reverse auctions, and direct orders.
Tender Identification & Submission:
- Monitor government portals (e.g., CPPP, eProcurement, eTender, state portals) for relevant real estate/infrastructure tenders.
- Evaluate RFPs, RFQs, and tender documents for eligibility, commercial terms, and compliance.
- Coordinate preparation and submission of technical and financial bid documents within deadlines.
- Liaise with internal teams (finance, legal, technical) to gather required inputs and approvals.
Documentation & Compliance:
- Prepare and maintain all necessary documentation such as EMD, BGs, work orders, certifications, and client credentials.
- Ensure bid documents are error-free and compliant with tender terms and conditions.
- Maintain a database of submitted tenders, outcomes, and feedback for future reference.
Vendor & Client Coordination:
- Interact with government departments, PSUs, and procurement officers for pre-bid queries, clarifications, and updates.
- Build relationships with procurement officials and industry stakeholders.
Reporting & Strategy:
- Analyze win/loss ratios and provide strategic inputs for improving future bids.
- Provide weekly/monthly reports on tender pipeline, submissions, and outcomes.
- Support business development by identifying upcoming project opportunities via GEM or tender platforms.
Required Qualifications & Skills:
- Bachelor's degree in Business, Commerce, Engineering, or a related field. (MBA or PG in Procurement/Contracts is a plus)
- 3–6 years of experience handling GEM portal and tender documentation, preferably in real estate or infrastructure.
- Hands-on experience with GEM portal operations and government eProcurement systems.
- Strong knowledge of tender processes, contract terms, and bidding strategies.
- Proficiency in MS Office, PDF editors, and documentation tools.
- Good communication, coordination, and analytical skills.
- Detail-oriented with strong organizational and time-management abilities.
Preferred Attributes:
- Prior experience working with EPC, PMC, or large infra/construction companies.
- Knowledge of real estate project documentation and government contract bidding formats (e.g., QCBS, L1).
- Familiarity with public-private partnership (PPP) and BOT/DBOT model tenders.
