Role Purpose:
The
Tendering & Technical Senior Manager
leads the tendering, technical evaluation, award process in additions to all technical affairs functions and design deliverables for construction projects across the FMCG organization. The role ensures cost-effective, compliant, and technically sound solutions that support expansions, new factory setups, and CAPEX investments.
This role acts as the strategic link between technical teams, commercial teams, contractors, and internal stakeholders to ensure successful tender outcomes and project delivery.
Key Responsibilities:
Tender Management

Lead end-to-end tendering processes for construction and technical projects including RFIs, RFPs, BOQs, specifications, and evaluation criteria

Prepare and review tender documents ensuring accuracy, clarity, and compliance with corporate and regulatory standards

Evaluate proposals from contractors and suppliers based on technical soundness, cost efficiency, timeline, and risk factors

Conduct negotiation with vendors to ensure best commercial and technical outcomes

Ensure transparent, fair, and competitive tendering in accordance with company and industry guidelines
Technical & Engineering Oversight

Provide expert guidance on construction, civil, and MEP works related to production facilities, warehouses, and infrastructure projects

Review technical designs, drawings, and engineering documents to ensure alignment with project objectives

Collaborate with engineering and operations teams to define project scope, specifications, budgets, and timelines
Project Coordination & Governance

Support CAPEX planning by providing accurate technical inputs and cost estimations

Monitor project progress and provide recommendations for improvements, cost savings, and risk mitigation

Maintain strong coordination with procurement, finance, supply chain, engineering, safety, and external contractors

Ensure proper documentation, reporting, and governance across all technical and tender processes
Risk, Compliance & Quality

Ensure compliance with local construction regulations, safety codes, environmental requirements, and internal quality standards

Identify risk factors early and propose corrective/preventive actions

Lead post-tender evaluations and continuous improvement initiatives
Team Leadership

Manage and mentor a team of designers, tender engineers, technical specialists, and analysts

Build strong vendor relationships and maintain an updated database of qualified contractors and suppliers
Requirements
Educational Background:
-
Bachelor's degree in Civil engineering is required
-
Certificate in tendering and/or cost management
Job Requirements:
-
Experience: 15 to 20 years in technical office and tendering with contracting companies

Minimum 5 years in a managerial role
-
Previous experience in subcontractors' management is a must

Experience in tendering management (RFQs - technical and financial evaluation)

Previous experience in technical office assignments (QS, engineering, pricing, invoicing)

Strong background in construction, civil works, and MEP within industrial or FMCG manufacturing environments

Advanced MS Office applications

Strong understanding of technical drawings, BOQs, specifications, and engineering calculations.

Solid knowledge of tendering procedures, contract types (FIDIC is a plus), and commercial negotiation.
