Job Title: Tenders Manager

Location: Gandhidham, Kutch – Gujarat
Department: Business Development / Contracts & Commercial
Reporting To: Director / Head – Projects & Business Development

Job Purpose

The Tenders Manager will be responsible for end-to-end management of government, PSU, municipal, and private tenders, ensuring timely submission, full technical and commercial compliance, and strategic coordination across engineering, finance, procurement, and legal teams. The role requires strong knowledge of tendering procedures, statutory requirements, and evaluation criteria, particularly in infrastructure, fire protection, safety systems, and allied works.

Key ResponsibilitiesTender Identification & Analysis

  • Identify and track tender opportunities through portals such as GeM, nProcure and PSU portals.
  • Review NIT, tender documents, BOQ, technical specifications, drawings, and contract conditions.
  • Conduct feasibility and risk assessment for participation, including technical, commercial, and statutory aspects.

Technical & Commercial Coordination

  • Coordinate with engineering, design, fire safety, procurement, and finance teams for preparation of:
  • Technical compliance statements
  • Drawings, datasheets, OEM certificates
  • Commercial pricing, BOQs, and cost break-ups
  • Ensure compliance with NBC Part 4, GFP&LSM Regulations, CGDCR, IS standards, and applicable local bylaws, wherever required by the tender.

Bid Preparation & Submission

  • Prepare and compile complete tender submissions (online and offline), including:
  • Technical bid
  • Commercial bid
  • Pre-qualification documents
  • Ensure all submissions are error-free, compliant, and submitted within deadlines.
  • Handle EMD, tender fees, bank guarantees, and bid securities.

Pre-Bid & Post-Bid Activities

  • Participate in pre-bid meetings, prepare queries, and coordinate clarifications.
  • Handle corrigenda, addendums, and revisions issued by tendering authorities.
  • Support post-bid activities including:
  • Technical clarifications
  • Price negotiations
  • LOI / LOA acceptance
  • Contract finalization

Documentation & Compliance

  • Maintain a centralized tender documentation system with proper version control.
  • Ensure compliance with:
  • Statutory registrations
  • OEM authorizations
  • Experience certificates
  • Financial and legal eligibility criteria

Stakeholder Coordination

  • Act as the single point of contact with tendering authorities, consultants, and internal stakeholders.
  • Coordinate with legal and contracts teams for review of GCC/SCC and contractual risks.

Qualifications & Experience

  • Education:
  • Bachelor’s degree in Engineering (Mechanical / Civil / Electrical / Fire & Safety preferred)
  • MBA (Marketing / Finance / Operations) – added advantage
  • Experience:
  • 2–10 years of relevant experience in tender management, preferably in:
  • Fire protection & safety systems
  • Infrastructure / EPC / MEP projects
  • Government & PSU contracts

Key Skills & Competencies

  • Strong understanding of tendering procedures and contract conditions
  • Proficiency in BOQ analysis, costing, and commercial evaluation
  • Familiarity with Indian Standards (IS), NBC, state fire regulations, and municipal norms
  • Excellent documentation, coordination, and negotiation skills
  • Strong command over MS Excel, Word, PDF tools, and tender portals
  • High attention to detail and ability to work under strict deadlines

Preferred Attributes

  • Experience handling municipal, PSU, and large-scale government tenders
  • Exposure to fire tenders, emergency vehicles, firefighting systems, or safety equipment
  • Ability to independently manage multiple tenders simultaneously

Job Types: Full-time, Permanent

Pay: ₹15,000.00 - ₹30,000.00 per month
