The Terminal Facilities Maintenance Manager performs technical management of the network wide Facilities for Terminals related Maintenance Services Contracts.
Roles and Responsibility

Perform the day-to-day technical management of the Terminals Facilities related Maintenance Services and support the Contract Manager in commercial / legal disputes.

Ensures a standard approach to safe working conditions and practices so as to ensure a safe working environment for all Employees and Contractors across the UAE wide Etihad Rail Network.

Performs regular visits to the Terminals across the Etihad Rail Network to verify the quality of the work, status of the assets and standardizations of processes.

Participates on the monthly meetings with the Service Provider Maintenance Managers and facilities Management Supervisors across the several regions / Maintenance Centres and drives Service Delivery excellence.

Review of fault reports and identifies systematic (network wide) technical issues and drive the timely resolution of these by the Maintenance Service Provider and Supervisors.

Approves the Facilities Management related Invoices and ensures that all SAP accounting tasks (SES, CRO, etc.) are performed in order to ensure timely settlement of such invoices.

Manages all related Facilities Procurement requests, including PR creation and supporting documentation collection as well as follow up of all Signalling related procurement activities up to Service / Goods delivery.

Support the Terminals Director in the creation / preparation of the yearly Operational Budget.

Follows up on corrective actions and ensures that lessons learnt are cascaded to the whole Rail Network teams.

Creates, reviews and updates all Facilities related Procedures, Instructions, Forms in accordance with the strategy set by the Terminals Director, and Business goals.

Reviews all Service Provider’s Maintenance Manuals and processes to ensure compliance with the Contractual dispositions and Etihad Rail DB Policies and Procedures.

Ensures that his team and related sub-contractors comply Competence Management requirements to perform their duties.

Manages the Facilities Management teams (and Facilities Sub-Contractors) to ensure that they are in-line with Operational and Safety objectives and plans.

Reviews and endorses the Maintenance Service Provider Yearly Asset Maintenance Condition Report, where applicable.

Prepares and participates in Business Continuation Exercises as Subject Matter Expert

Participates in internal or external audit as Subject Matter Expert.

Undertakes tasks and duties as directed by management and Terminals Director;
Academic Qualifications:
-
University degree in Electrical, Mechanical or Civil Engineering (or equivalent) and 10 years’ applicable experience;

High School Diploma and 15 years of applicable experience;
Professional Qualifications:

Full driving license or ability to convert it to UAE License

Knowledge of Terminals within railway environment
-
Knowledge of UAE Fire Code and Electrical Wiring Regulations, ESTIDAMA, ASHRAE and NFPA Standards

Recognized training qualification within Facilities Management

Knowledge of SAP Maintenance module

Knowledge of auditing techniques

Recognized competence assessor qualification

Contract Management principles knowledge
Experience:
-
Proven experience with Facilities Management and Depot Equipment Systems

Proven experience with fault and root cause analysis
-
8 years’ relevant experience on Facilities Management
-
5 years’ relevant experience in a Heavy Rail Environment in the Middle East

User experience with SAP

Contract Management Experience
Other Skills:
