The Change Management and Reporting Expert is responsible for ensuring that all changes implemented in ING Bank’s production environments are managed in a controlled, predictable, and compliant manner in line with corporate standards. The role organizes and chairs weekly Change Advisory Board (CAB) meetings and evaluates proposed changes for production from both technical and operational risk perspectives.

Changes are assessed technically in terms of architectural dependencies, capacity impact, rollback scenarios, and fault tolerance. Post-implementation outcomes are analyzed and reported against predefined success, availability, and capacity criteria.

The position is located within the Site Reliability Department and plays a key role in safeguarding production reliability and business continuity through effective change governance.


Key Responsibilities

Change Process Ownership and Governance

  • Own and manage the enterprise-wide change management process across ING Bank, ensuring it remains current, effective, and compliant
  • Organize and manage Change Advisory Board (CAB) meetings; ensure approved changes are implemented in accordance with defined standards
  • Ensure emergency changes are retrospectively reviewed by CAB and fully documented
  • Manage the corporate change calendar and plan change freeze periods during critical business windows

Technical Assessment and Risk Management

  • Evaluate software and infrastructure changes prior to production from a technical risk, system dependency, and architectural impact perspective
  • Assess pre-production changes in terms of resilience, availability, capacity, and rollback scenarios
  • Proactively manage conflicting or high-risk changes

Process Alignment

  • Align the change management process with release, deployment, and DevOps workflows
  • Improve the effectiveness of tools used in change processes (ITSM platforms, reporting, dashboards)

Reporting Responsibilities

  • Collect, consolidate, and report capacity requirements from relevant stakeholders as part of quarterly and annual capacity planning activities
  • Analyze application compliance based on change success rates, capacity plans, availability, and reliability data
  • Report change-related metrics to senior management
  • Aggregate availability and outage reports from multiple stakeholders and correlate them with incidents to produce consolidated reporting


Required Qualifications

  • Minimum 8 years of experience in production operations and change management
  • Hands-on experience in release-to-production processes with a background in software or platform engineering
  • Experience working in large-scale, highly available enterprise environments
  • Experience in banking, financial services, or other regulated industries is a plus
  • Strong knowledge of ITIL v4 Change Enablement / Change Management practices
  • Familiarity with change metrics such as Change Failure Rate, MTTR, and deployment frequency
  • Ability to perform risk and impact analysis and apply risk-based change classification
  • Experience managing root cause analysis (RCA) processes for change-related incidents
  • Strong conceptual understanding of architectural dependencies, integration points, and system interactions
  • Strong analytical thinking and reporting skills
  • Proven ability to coordinate and make decisions in multi-stakeholder environments
  • Ability to make effective decisions under high-pressure and business-critical operational conditions
  • Familiarity with the software development lifecycle (SDLC) is preferred
