Therapeutic Court Manager

Summary

Job Duties

• Design objectives for current and future Therapeutic Courts including defining staffing and roles.
• Design community survey strategies using focus groups and stakeholder interviews, collect and assess data, and effectively and professionally engage with community members for new therapeutic courts.
• Partner with the Communications Officer to develop and implement communication strategies including use of social media.
• Research and monitor grant opportunities, assist in the development of grant applications, administer awarded grants and communicate resource availability.
• Compile, maintain, and analyze statistical data and reports as well as coordinate with the Court's Budget Director on financial issues impacting the therapeutic courts.
• Assist the Chief Administrative Officer, Directors and Judges in the formulation and implementation of policies, guidelines and procedures that will link participants to services and develop community service protocols.
• Develop and implement long-range plans for ongoing engagement, including networking with high-level stakeholders, and evaluate those results.
• Ability to learn quickly and understand mental health and substance-related disorders and a working knowledge of co-occurring disorders and veterans’ services and cultural issues.
• Supervise Therapeutic Court staff, and coordinate and lead other stakeholders from agencies across the County, cities and community-based organizations.
• Define case management and monitoring procedures.
• Develop eligibility criteria, screening and assessment process, and case flow approaches.
• Perform related work as required.

Experience, Qualifications, Knowledge, Skills

• Demonstrated experience in partnering with governmental agencies as well as community-based organizations.
• Demonstrated management experience, including planning, delegating and coordinating work.
• Ability to establish and maintain effective working relations with colleagues at all levels of the organization, including Judicial Officers and external customers.
• Ability to provide excellent customer service to both internal and external stakeholders.
• Ability to be a self-starter, take initiative, apply creativity and to juggle multiple projects simultaneously.
• Demonstrated ability to welcome and accept feedback to continuously improve leadership skills.
• Ability to build and sustain inclusive and equitable teams through employee engagement, performance management and development in a dynamic work environment.

• Successful candidate must have and maintain a valid driver's license or the ability to timely travel throughout the County.

• Knowledge of problem-solving court models and case-management approaches.
• Knowledge of principles, practices, and procedures of the criminal justice system.
• Successful grant writing, administration, and program evaluation experience.
• Experience as a lead spokesperson for an organization or program.
• Court Management or Problem-Solving Court experience.
• Bachelors or master’s degree, preferably in social work, public policy or a related field; three (3) years’ work experience in the court system, and at least one (1) year of policy development and/or project management experience or a combination of experience that demonstrates the ability to perform the essential functions of the position.

• Work location: This position may be assigned to work at any of the following District Courthouse locations: Seattle, Burien, Auburn, Shoreline, Issaquah, Bellevue, Redmond, and Kent. Until further notice from the Court, the work associated with this position will be performed through a combination of onsite work and telecommute as needed. While in telecommute status, employees must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during regular work hours. Employees must reside in Washington state and within a commuting distance to the King County Courthouse to meet sporadic workplace reporting requirements.
• Physical Demands: While performing the duties of this job, the employee is regularly required to sit, talk or hear, and use hands to finger, handle, or feel. The employee is occasionally required to stand, walk, reach with hands and arms, stoop, kneel, crouch, or crawl, and move and/or lift up to 10 pounds. The vision abilities required to perform this position include close vision.
• Working Conditions: Work is typically performed in an office environment with a moderate amount of noise (computers, printers, light traffic). This role routinely uses standard office equipment.
