The King County Prosecuting Attorney's Office is looking for a highly motivated individual to join our team as a Training and Development Manager. The Victim Services Training and Development Manager will be responsible for the design, implementation, evaluation, and oversight of comprehensive training programs that support employee growth, operational excellence, and alignment with organizational goals. In this role, you will work independently to lead complex training initiatives and collaborate closely with department leadership, subject matter experts, and external partners to ensure high-quality, consistent learning experiences. You will also lead efforts to assess training & evaluations needs, develop instructional strategies, facilitate training, and implement systems that promote continuous learning and professional development. This includes curriculum design, managing cross-functional projects, facilitating internal and external partnerships, and ensuring training and evaluation programs are data-informed, equitable, and aligned with best practices in adult learning and instructional design. This position will work closely with the Director of Victim Services, the Victim Services Project/Program Manager and the Data & Analytics Team to ensure alignment between training, service delivery expectations, and evaluation measures. The ideal candidate will demonstrate advanced knowledge and skill in trauma-informed practices, program evaluation, instructional design with Learning Management Systems (LMS), workforce development, and continuous improvement within victim services programs.

Work Location:
This position will work out of the King County Courthouse and the Maleng Regional Justice Center (MRJC) as needed.

Work Schedule: This position works a 40-hour work week schedule, normally Monday – Friday, 8:00 a.m. to 5:00 p.m. This position is eligible for King County’s generous benefits package. Employees assigned to this position enjoy a hybrid work schedule that allows telecommuting, with a minimum of 2-days in office per week, subject to business needs and a telecommuting agreement. If a successful candidate is new to the King County Prosecuting Attorney's Office, they will be required to work in office three days a week for the first six months of employment.
Salary: Range 63 - $52.92 (step one) - $67.08 (step ten) [2026 rates]

Job Duties

Training Assessment, Development, and Evaluation

  • Conduct organization-wide training needs assessments including listening sessions to identify skill gaps and opportunities for development across the Criminal and Juvenile divisions.
  • Design and implement a standardized training framework that aligns with statutory victim rights, trauma informed best practices, departmental goals and employee development needs.
  • Develop and maintain training protocols, workflows, and tools to ensure consistent delivery across unit/sections and divisions.
  • Define and document training roles and responsibilities, including performance expectations and success metrics.
  • Establish a feedback loop to gather insights from staff, leadership, and stakeholders to continuously improve training programs.
Implementation, Management, and System Support
  • Facilitate the development and delivery of training programs using a variety of modalities (e.g., in-person, virtual, e-learning).
  • Implement systems for tracking training participation, progress, and outcomes.
  • Develop and enforce documentation standards for training sessions, including objectives, content, delivery methods, and evaluation results.
  • Maintain regular communication with employees and supervisors to support engagement and reinforce learning goals.
  • Ensure training and evaluation programs are victim-centered, trauma-informed, culturally responsive, accessible to all staff, and mitigate re-traumatization risks.
  • Use evaluation findings to improve workflow, documentation standards, and use of technology (e.g., Victim Portal, Case Management System).
  • Support the implementation of new processes, technologies, and reporting systems by developing corresponding training and guidance materials.
Coordination and Collaboration
  • Collaborate with the Director of Victim Services and the Victim Services Project/Program Manager to integrate training content into broader victim services initiatives.
  • Partner with the PAO Data Analytics team to evaluate training effectiveness and support data-driven decision-making.
  • Coordinate with internal departments and external partners to align training efforts with organizational priorities.
  • Build and maintain relationships with training vendors, consultants, subject matter experts, and community-based organizations to enhance program offerings.
  • Maintain strong working relationships with internal and external partners, including community-based victim advocacy organizations, system partners, and multidisciplinary teams.
  • Lead internal working groups or committees focused on professional development, training strategy, curriculum development, and continuous improvement.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated commitment to Race, Equity, and Social Justice, including reducing barriers to learning and advancement.
  • Strong written, oral, and interpersonal communication skills with the ability to convey complex information clearly.
  • Proven ability to manage multiple projects, prioritize tasks, and meet deadlines in a dynamic environment.
  • Experience in instructional design, adult learning theory, and training evaluation methodologies.
  • Ability to build trust and collaborate effectively with diverse teams, leadership, and external partners.
  • Proficiency in Learning Management Systems (LMS), e-learning tools, and digital training platforms.
  • Strong analytical and problem-solving skills, with the ability to use data to inform training strategies.
  • Knowledge of organizational development, change management, and employee engagement are best practices.
  • Ability to adapt to evolving organizational needs and leverage technology to enhance learning.
  • Reliable attendance and ability to travel throughout King County as needed.
