Why does the job exist?
This position exists to ensure that the agency¿s workforce development efforts are data-driven, effective, and aligned with organizational goals. As the agency expands and strengthens its training systems, it is critical to have a dedicated role responsible for evaluating the quality, impact, and outcomes of all workforce training and development interventions. The Training Evaluator provides the analytic foundation needed to understand whether trainings are meeting their objectives, improving staff performance, supporting compliance requirements, and ultimately enhancing the quality of services delivered to children, youth, and families. This role ensures that the agency has timely, accurate, and actionable information to continuously improve training programs, guide resource allocation, and uphold state, federal, and legal expectations.
How does it get done?
Training Evaluation and Impact Measurement 40%
Designs and implements evaluation plans for all workforce development interventions, including onboarding, ongoing training, leadership development, coaching, and resource/foster parent training.
Creates and administers pre-/post-assessments, surveys, knowledge checks, focus groups, and observational tools.
Analyzes data to assess training effectiveness, skill acquisition, competency development, and transfer of learning.
Develops standardized evaluation methodologies aligned with best practices and federal/state expectations.
Data Analysis, Reporting and Continuous Improvement 25%
Synthesizes quantitative and qualitative data to identify trends, patterns, and actionable insights.
Produces dashboards, reports, and presentations for internal leadership, program areas, and external oversight entities.
Collaborates with key stakeholders to translate evaluation findings into improvement strategies.
Monitors progress on workforce development metrics over time and evaluates the impact of implemented recommendations.
Ensures training programs meet state, federal, and legal requirements, including Title IV-E, Kevin S. settlement expectations, and internal policy standards.
Conducts fidelity checks to ensure training is delivered consistently and to a professional standard across regions.
Develops and maintains evaluation protocols, quality benchmarks, and documentation required for audits and oversight bodies.
Consultation, Collaboration and Technical Support 10%
Works closely with the Workforce Development Bureau, regional Trainer/Coaches, leadership, and program partners to ensure evaluation is embedded into every phase of training design and delivery.
Advises on instructional design decisions based on emerging data.
Provides consultation to bureaus on how to interpret and utilize evaluation results to enhance workforce readiness and performance.
Tool, System and Process Development 10%
Builds and maintains evaluation tools, rubrics, templates, and data collection systems.
Enhances the agency's capacity for ongoing evaluation by creating replicable processes and scalable systems.
Works with LMS/technology teams (e.g., Cornerstone, Survey platforms) to integrate evaluation workflows into training delivery systems.

Minimum Qualification
Bachelor's Degree in any field and two (2) years of experience in adult education, instructional design, instructional technology, human resources, employee development, training, and/or producing instructional aid/materials. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
