The Oregon Department of Corrections (DOC) is seeking a highly skilled, mission-driven Security Operations Manager 1 (‘Transport Major’) to oversee the ODOC Transportation Unit at the Transportation Unit Headquarters in Salem, Oregon. This position manages the day-to-day Adult-In-Custody (AIC) transportation operations for 12 correctional institutions, assisting the Functional Unit Manager in planning, directing, organizing, equipping and staffing. The role provides oversight for the Central Office transportation unit operations and four regional Transport Offices in Salem, Umatilla, Madras, and Ontario. Decisions in this position directly impact public safety, security, and the welfare of AICs and staff. Responsibilities include supervising the Transport Unit’s daily operations, ensuring secure transportation of AICs to and from authorized locations, and managing administrative and operational aspects of the department’s AIC transfer system, including institution-to-institution transfers, community-based escorts for medical procedures and court appearances, as well as intrastate and nationwide transfers and extraditions.
This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
The Transport Unit Administrator will manage, direct, and provide guidance to subordinate security and support staff while assisting in the overall security operations of the Transport Unit. This position is responsible for monitoring staffing levels using proper deployment principles and serves as a liaison between the Transport Unit and DOC Health Services, the Department of Justice, county agencies, medical providers, and internal security operations administrators, managers, and staff. The role includes implementing, evaluating, and modifying training for security staff within the Unit and across the Operations Division for AIC transports. The incumbent is expected to perform duties in a manner that promotes customer service and harmonious working relationships, treating all persons courteously and respectfully, actively supporting team participation, and developing positive working relationships through collaborative problem-solving. Managers and supervisors are also expected to foster a workplace that encourages diversity and inclusion by recruiting, selecting, retaining, and promoting individuals from diverse backgrounds who align with the mission and values of the Department, while contributing to a respectful, productive, and positive work environment. The Transportation Unit Administrator is expected to foster career growth and development for employees and actively participate in succession planning.
Work is performed in both institutional and community settings under security supervision, involving the transportation of Adults in Custody (AICs) between facilities, to medical and dental appointments, court appearances, and travel throughout the continental United States. AICs may become angry, hostile, abusive, or aggressive, increasing the risk of physical injury, death, or hostage situations to employees and the public. The position requires providing assistance during AIC unrest or other emergencies, including responding 24/7 by cell phone to support the Unit and department as needed. Work may include weekends, holidays, and extended hours due to high AIC movement schedules or emergencies, as well as travel by car or plane to statewide meetings and various locations. Employees must physically perform instant or sustained activity and qualify three times per year with a variety of weapons. The role also requires regular use of a computer for email communication and preparation of written reports.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.
