Description

The Mobility Manager serves as the countywide resource for transportation, responsible for improving coordination among transportation providers, human service agencies, and the community. This position is guided by the Michigan Department of Transportation’s (MDOT) mobility management framework, which emphasizes coordination, customer focused service integration, and equitable access to mobility options. The Mobility Manger works to build partnerships, engage the community, educate stakeholders, and provide individualized trip planning support. The position requires regular presence in all participating jurisdictions (Albion, Battle Creek, Marshall, and Springfield) to ensure local needs are met and resources are accessible across the county.

Examples of Duties

The Mobility Manager is responsible for tracking, maintaining data, and reporting progress to MDOT on the following:

  • Coordination & Service Integration
    • Number of coordination meetings with transportation partners (e.g. human service agencies, non-profits, transit providers). Target: 1 per month. Data Source: Meeting logs, calendar invites, attendance sheets.
  • Community Engagement
    • Number of individuals engaged through community events. Target: 100+ individuals per quarter. Data Source: Attendance records, surveys.
  • Outreach & Education
    • Training sessions provided to staff/volunteers on outreach/education (including but not limited to PASS training). Target: 1-2 per year. Data Source: Training attendance logs, training materials.
  • Trip Planning & Individual Support
    • Number of individual trip plans developed. Target: 15+ per month. Data Source: Trip planning logs, client case files.

Essential Functions:
  • Serve as the central point of contact for transportation resources in the county. Build and maintain partnerships with transit providers, human service agencies, non-profits, healthcare providers, and other stakeholders to improve coordination of mobility services.
  • Represent the Authority at community events to promote available mobility options, engage residents, and gather feedback. Convene and facilitate coordination meetings with transportation and human service partners.
  • Provide individualized trip planning assistance to riders, including route, schedule, and transfer support, with sensitivity to riders with specialized needs.
  • Provide training opportunities to staff. Develop and maintain outreach and educational material related to mobility services.
  • Manage and maintain the agency’s social media accounts, including posting service updates, route detours, and promotional content to increase ridership and community awareness.
  • Determine eligibility for reduced fare programs and paratransit service abiding by program rules and regulations.
  • Collect and report on established performance metrics to MDOT and internal leadership.
  • Support integration of new mobility programs, technology, and initiatives that enhance transportation access across the county.
  • Perform other related duties as assigned.

Typical Qualifications

Preferred Qualifications:
Associate’s Degree in transportation planning, urban and regional planning, or a related field, plus a minimum of six years of progressively responsible experience. Minimum Qualifications:

  • 3-5 years experience in public transportation systems.
  • Post secondary education in business, communications or related field preferred. A combination of education, training and experience that results in demonstrated competency performing the work may be substituted.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook)

Supplemental Information

This work is sedentary and requires little to no exertion of force; work regularly requires sitting, bending, reaching, hand dexterity (grasping, holding, keyboarding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, using the telephone, contact with government officials and the general public, working overtime, and working inside and alone. The incumbent will be exposed to diesel fumes and/or airborne particles.
