By joining our Department of Highways/Office of Project Delivery & Preservation /Division of Maintenance/Operation & Pavement as a Transportation Engineer Specialist in Franklin County, you’ll have the opportunity to analyze data from various sources to evaluate maintenance performance, pavement performance, and treatment selection.

Holders of the Transportation Engineer Specialist position will complete tasks such as:
  • Combine data from multiple sources to improve the budget decisions for maintenance spending.
  • Review and analyze data to enhance pavement management project selection.
  • Conduct inspections of pavement projects to assess performance and recommend treatment options.
  • Review awarded contract records and ensure construction history for pavement segments and material data are accurately reflected in PMS
Holders of this job will obtain the following skills:
  • Ability to read construction contracts and extract pavement work.
  • Ability to analyze data from several sources, combine into meaningful datasets, and use to predict or report performance.
  • Use of geospatial analysis to predict trends and visualize data.
  • Use of pavement management system to create pavement work plans.
Desired candidates possess the following requisite skills or experience applicable to the position:
  • Ability to evaluate pavement projects to identify and classify distresses.
  • Knowledge of asset management and ability to optimize asset maintenance for best performance.
  • Assess maintenance needs and perform budget analysis.
  • Proficiency in data analytics software.
Some overnight travel is required, though most work is done in office setting.

Minimum Requirements
EDUCATION: See Special Requirements.


EXPERIENCE, TRAINING, OR SKILLS: Must have four years of engineering experience in addition to that required for licensure as a Professional Engineer.


Substitute EDUCATION for EXPERIENCE: A master's degree in engineering will substitute for one year of the required experience. Graduate work in engineering beyond a master's degree will substitute for the required experience on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must possess a valid driver's license prior to employment in this job classification. Must be licensed as a professional engineer by the Kentucky Board of Licensure for Engineers and Land Surveyors OR must be licensed in another state with the ability to obtain a Professional Engineering license from the Kentucky Board of Licensure for Engineers and Land Surveyors within the employee's initial six month probationary period. Engineering decisions recommended by individuals without a Kentucky Professional Engineering License must be approved by a KRS Chapter 322 Licensed Professional Engineer until licensure is obtained. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s) or other credentials.
Working Conditions
Work is performed in the office and in the field. Will be exposed to risks inherent to construction sites which require the following of safety procedures.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
