Essential Job Functions:
Review Annual Fiduciary Reports for accuracy and discrepancies or irregularities on the Guardians? Reports to the Court for further action.
Calculate and approve Guardians? commissions.
Ensure all Guardianship pleadings, reports, and orders are entered correctly into system and reflect current due date.
Review exhibited receipts, bank statements, and other supporting documentation to ensure expenditures are compliant with the Court order.
Process new Adoption filings and attend Adoption hearings.
Process and maintain Trust and Adoption confidential case files by typing docket information into a computerized system and establishing case files, review and enter pleadings and orders, schedule Trust and Adoption hearings, prepare and issue summonses, writs and hearing notices and index new cases and judgements.
Assist the public and attorneys by providing information about the status of cases or Clerk?s Office procedures both at the counter and by telephone, all while maintaining strict confidentiality.
Perform cashiering tasks related to filing and Court fees in Trust and Adoption cases.
Essential Duties and Responsibilities:
Review new cases to determine if required information and medical certificates are provided, and appropriate fees paid.
Enter new cases, pleadings, orders, and judgements into computerized system.
Appoint attorneys to represent alleged disabled persons.
Contact attorneys to schedule hearing dates.
Issue summonses, show cause orders, hearing notices and writs.
Attend Guardianship hearings in the courtroom as needed.Review Guardianship orders for bond requirements.
Issue certified copies of orders.
Monitor the filing of Guardians? Reports and issue second notices as required.
Check administrative actions of all guardianship cases regarding due dates.
Monitor Guardianship of Minors? Accounts for termination.
Review requests to terminate Guardianship cases for required documentation
Prepare orders terminating Guardianship cases for minors and disabled persons.
Prepare correspondence on a variety of Court matters.
Review and analyze a wide variety of time sensitive, confidential legal pleadings, court orders, memorandums, and correspondence in the Trust case file.
Process other Civil Judiciary Clerk work as time allows.
Issue and monitor the filing of the initial Inventory Reports.
Issue Annual Fiduciary Reports and Annual Reports of Guardian of the person.
Review Annual Fiduciary Reports for accuracy and discrepancies and contact Guardians regarding any issues.
Report any discrepancies or irregularities on Guardians? Reports to the Court.
Calculate and approve Guardians? commissions.
Review exhibited receipts, bank statements, and other supporting documentation to ensure expenditures are compliant with the court order.
Receive, review, and enter new cases, pleadings, and orders into computerized system.
Issue summonses.
Prepare show cause orders for Judge?s signature.
Mail copies of signed orders.
Prepare publications to be sent to newspapers.
Issue writs of habeas corpus ad testificandum.
Prepare adoption decrees for Judge?s signature.
Prepare certified copies of orders.
Prepare list of adoption cases for submission to the Sheriff?s Office.
Coordinate adoption hearing dates with Judges and schedule hearings.
Issue hearing notices.
Attend the final adoption hearings.
Conclude calendar events.
Complete appropriate sections of Certificates of Adoption and submit to the Maryland State Department of Health.
Review and analyze a wide variety of time sensitive, confidential legal pleadings, court orders, memorandums, and correspondence in the Adoption case file.
Instruct Guardians on duties and responsibilities following Guardianship hearings.
Deal tactfully and impartially with attorneys and Guardians, often under stressful situations.
Answer questions and resolve conflicts and unusual situations with attorneys and self-represented litigants.
Instruct Guardians on items needed to terminate a case either when a minor reaches age 18 or when a disabled person passes away.
Manage two (2) dedicated telephone lines and voice mailboxes for Trusts and Adoptions.
Work with Maryland State Archives to process requests for historic Adoption records.
Assist with customer service in other Civil matters as needed.
Minimum Qualifications:
Education:
High school diploma (or GED equivalent).
Experience:
Two (2) years of clerical, fiscal, or accounting work experience.
Note:
A Bachelor?s Degree may substitute two (2) years of required work experience.
A Paralegal/Associate?s Degree or 60 college credits may substitute two (2) years of required work experience.
A Paralegal Certificate may substitute one (1) year of required work experience
Knowledge, Skills, and Abilities:
Knowledge of:
Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit(s).
General office practices, procedures, and equipment.
Personal computers and software to include, but not limited to, Microsoft Office Suite.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
Handle sensitive or difficult situations requiring discretion and confidentiality.
Perform intermediate arithmetical calculations and computations accurately.
Physical Requirements:
Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
