Essential Job Functions:

The Unit Supervisor, Court Operations plans, coordinates, supervises, trains, and evaluates the work of clerical staff in the Land Records/Licensing Department for Kent County Circuit Court. Assess and resolve problems, issues, and conflicts. Review business license, marriage license, and land documents, as well as cashier work, for accuracy.

Essential Duties and Responsibilities:

Supervises and coordinates the work of staff; assess and resolve unusual and/or complex situations and recommend solutions. Participate in the hiring process and make recommendations. Counsel, discipline, and evaluate staff. Prepare employee evaluations, management reports, and complete NCRS checkout at end of day. Prepare correspondence on a variety of department-related matters. Recommend improvements to office procedures.

Oversees and performs a variety of clerical functions, including processing land records documents, business licenses, and marriage licenses, and processing all monies received. Index and verify land records documents.

Serves as the Land Records and License subject matter expert. Respond to procedural questions; provide interpretation and guidance to employees, attorneys, and the public. Resolve difficult and unusual recording issues. Instruct and guide employees on processes and procedures, develop department procedures, and assess the competency level of each clerk to ensure quality and accuracy. Maintain document filing systems. Prepare and review reports.

Minimum Qualifications:

Education:

High school diploma (or GED equivalent).

Experience:

Three (3) years of work experience in court operations in a trial or appellate court in the United States, or in the fields of criminal justice, parole and probation, or legal or financial services, to include two (2) years of the aforementioned court experience.

Note:

A Bachelor's degree may be substituted for two (2) years of the required work experience.
A Paralegal/Associate degree or 60 college credits may be substituted for two (2) years of non-court work experience.

A Paralegal Certificate may be substituted for one (1) year of non-court work experience.

Knowledge, Skills, and Abilities:

Knowledge of:

Job related terminology, codes, comments, notations, orders, policies, procedures, rules, regulations, and laws.

Court forms, practices, procedures, protocols, systems, and equipment required to support the specialized work of the assigned unit.

Instrument codes and instrument-specific indexing procedures.

Customer service etiquette.

Office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, etc.

Office practices, procedures, and equipment.

Skill in:

Applying job related terminology, codes, policies, procedures, rules, regulations and laws.

Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition, subtraction, multiplication, and division.

Examining legal property documents.

Analyzing records, reports, and other business and financial documents noting details and facts pertinent to this assignment.

Customer service and handling problems tactfully and patiently.

Communicating information effectively.

Accuracy and attention to detail.

Organization and time management to meet critical deadlines while multitasking.

Ability to:

Assign, organize, coordinate, and evaluate the work of staff.

Multitask, adjust to situations quickly, set priorities, and handle pressure in a fast-paced environment.

Understand and carry out complex verbal and written instructions.

Provide assistance, guidance, and direction to others in a polite and efficient manner.

Resolve unusual and/or complex situations in accordance with established procedures or assist staff in resolving cases requiring deviation from standard procedures.

Establish and maintain effective working relationships with other employees, subordinates, superiors, and/or the general public.

Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.

Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.

Recommend modifications to improve procedures and practices.

Maintain accurate records and files.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
