- Knowledge of utility billing practices and procedures; ability to interact professionally with vendors, contractors, staff, and the public.
- Skill in preparing clear, concise reports and correspondence related to utility and energy operations.
- Strong analytical and problem-solving skills, including identifying billing discrepancies, troubleshooting energy data or equipment issues, and evaluating water, electric, and natural gas usage trends.
- Ability to interpret and verify numerical data; analyze charts and specifications; and apply energy formulas, efficiency calculations, and basic statistical methods.
- Experience using Microsoft Office for spreadsheet development, data analysis, reporting, and usage forecasting based on historical trends.
Preferred Qualifications
- Bachelor’s degree in a STEM-related field (e.g., engineering, energy management, data science, mathematics, economics, or related discipline).
- Experience with enterprise and analytical systems (e.g., SAP, EnergyCAP or similar platforms, Power BI) and other data analysis tools.
- Experience with automation, scripting, or AI-enabled analysis to improve data quality and reporting efficiency.
- Ability to identify trends and anomalies and translate complex data into actionable insights supporting operational efficiency, cost control, forecasting, and long-term planning.
Job Description
The Utilities Analyst oversees billing reconciliation, utility contracts, and efficiency analysis of facilities at the university’s Physical Plant, and ensures optimal use of utility resources.
Job Duties
- Prepare, review, and edit routine and special reports, budget requests, cost analysis, and technical correspondence.
- Analyze and present departmental information on utility and energy cost and consumption for various personnel.
- Support efforts to maximize the performance and effectiveness of the Texas State University utility services.
- Use or develop software tools to analyze utility billing, metering, and consumption data; identify anomalies and develop and evaluate solutions to billing and energy/water issues.
- Evaluate trends in water, electricity, and natural gas usage, and determine probable causes for variances or inconsistencies; recommend or implement solutions in line with university policies and sustainability goals.
- Develop and maintain reports, spreadsheets, financial analysis forecasts, and budget recommendations related to utility operations and long-term planning.
- Establish and maintain effective professional working relationships with utility service providers, vendors, university staff, and the public.
- Negotiate agreements with vendors and service providers.
- Assist with utility vendor coordination and support negotiations to achieve favorable service terms and cost outcomes for the university.
- Perform other duties as assigned.
