Job Purpose:
Serve as a Process/Facilities Engineer supporting the Utilities Operations team from early pre-commissioning through PMC. The role focuses on ensuring a safe, efficient, and timely startup of utility systems and supporting the transition to stable operations.
Job Responsibilities:
Commissioning & Handover Support

Coordinate with engineering and construction teams to resolve field issues during commissioning

Lead and support process and non-process system handover efforts, including:
-
Telecom
-
Substation / RIE / Analyzer House
-
Fire & Gas, PAGA, EAS
-
DCS / SIS systems
-
Lead system PSSRs post-turnover (130+ utility systems)
-
Support EU/PE scope closer to PMC phase to manage PSSR workload
-
Provide practical solutions to operations-related issues during early utility operations and commissioning (e.g., MOCs, temporary systems)
Project Continuity & Interface

Ensure seamless transition from project phase to commissioning and operations

Interface with EPC contractor engineering, construction, and Phase 5 teams

Review and validate system turnover packages for startup readiness

Assist in developing, tracking, and reporting commissioning milestones

Participate in Pre-Commissioning & OAC Leadership Meetings

Qualifications and Experience:

Bachelor’s Degree in Process Engineering
-
8 years of experience in utilities within petrochemical projects (e.g. ethylene) in the Middle Eastern region.
