Description of Work Unit
The mission of the Utility Services section is to manage the University’s utility infrastructure with the goals of safety, reliability, and efficiency in support of the stated mission goals and strategic plans of the Associate Vice President, Facilities Management Operations and the University. The section is to provide administrative, management and professional services related to all aspect of utility systems management and infrastructure. The section is responsible for the concurrent management of inherently complex maintenance activities requiring high level training and expertise and ensures objectives are met while minimizing the disruptions of University Operations. Customer service and teamwork are paramount. The most critical members of the team are our campus partners. The underlying goal of the section is ensure the long term success of the University by adhering to the departmental Core Values, e.g. Good Stewards, Caring, Collaboration, Progressive, Expertise.

Position Summary
This is a professional position to reports to the Assistant Vice President for Operations of Facilities Management. The manager is responsible for an annual operating budget of over $800,000 in addition to combined annual purchased utilities expenditure in excess of $19 million, as of FY08, as well as a utility infrastructure valued in excess of $100 million. Base programs include management oversight of:
  • District Energy: Central heating and chiller plants, remote boilers & chillers, system maintenance.
  • Procurement and billing of all utilities for all University entities across the state.
  • Management of utility business to include Steam, Cooling Loop, Water, Storm Water, Sewer, etc.; Purchased Utilities.
  • Master plans for growth and renovation.
  • Utility engineering services.
  • Utilities locates
  • Preventative maintenance and repair.
  • Standards, codes and regulations.


Job duties include fiscal management with a focus on annual budget development and expense control for a combined education and general (13 fund) and auxiliary operating budget (21 fund) of over $38 million (including fringes), a purchased utilities budget exceeding $19 million, and consisting of 26 employees. This position is required to develop streamline business plans that identify goals and focus section efforts to meet Assistant Vice President for Operations of Facilities Management.

Personnel management is an important part and includes performance management of direct reports and guidance for all Utilities staff. Leadership, motivation and evaluation are critical aspects of this position. Promoting a positive employee environment within the work rules while providing proper training, coaching and counseling to produce an effective and productive workforce.

Maintenance programs are the backbone of the section. Programs require periodic review to ensure optimization of limited funds with a focus on priority programs and buildings. Effective use of the work order management software is necessary.

Building and Utility Master Plans are necessary to support campus growth. These plans identify both major repair and capital improvements to keep buildings and utilities at optimum performance within budget constraints.

A focus on Customer Service is essential as the students, faculty and staff are the reason for our existence. This position ensures the section strives to provide prompt and effective response to operational staff and contractor/vendor service requests. Additional customers include all departments and auxiliaries such as Athletics, Housing & Dining Services, Student Center and federal agencies.

Required Job Qualifications
  • Bachelor’s Degree and least five years of relevant management, supervisory, and administrative experience in utility system infrastructure.
