Job Duties:

The Department of Public Utilities provides quality water and sanitary sewer services to Virginia Beach residents.

Become a part of our dedicated workforce who provide these essential services. We are currently hiring for a Utility Mechanic Supervisor position within our Meter Operations team.

SPECIAL REQUIREMENTS FOR PUBLIC UTILITIES, OPERATIONS & MAINTENANCE: This is an on-site work assignment. Remote work/work from home is not offered for this position. Must be available to work evenings, nights, weekends, holidays, standby and overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City's operational status. This position may require incumbents to wear and maintain appropriate personal protective equipment such as, but not limited to, steel toed shoes, hard hats, safety glasses, gloves, or other safety attire and equipment in designated areas of risk. Specific requirements will be determined and communicated by the employee’s supervisor based on position assigned. NOTE: Possession of and maintaining a valid VA or NC Drivers License is a requirement of this position and is non-negotiable.

Responsibilities of the Utility Mechanic Supervisor in the Meter Operations bureau include, but are not limited to:

  • Supervises 10–30, meter mechanics in the technical maintenance, repair and replacement of various size water meters and other municipal water system infrastructure to include but not limited to valves, service lines and curbstops
  • Ensures crews are following proper VDH, VOSH, and OSHA Standards and Environmental Regulations, and Standard Operating Procedures
  • Assist crews in diagnosing complex and routine utility problems
  • Ensures the proper repair techniques are being used, and that tools, equipment, and materials are available to complete the repairs safely and efficiently
  • Knowledge of computerized work order management and GIS mapping system
  • Monitor automated work order system to ensure work activities are correctly documented and crews are tracking work appropriately
  • Help provide directions for the Meter Optimization and Service Transition project
  • Provide tracking and documentation of assigned project progress
  • Create incident/damage reports, pavement cut sheets, cost plus reports, safety permits/Miss Utility tickets
  • Respond to and resolve customer inquiries in a courteous and timely manner by email, phone or in person
  • Participate in member training programs for Career Progressions and identify needs for staff training
  • Schedule crew members to rotationally work emergency standby on weeknights, holidays, and weekends
  • Communicate clearly with the other Utility Mechanic Supervisor, Assistant Superintendent, and Superintendent about any issues that arise
  • Coordinate with other Public Utilities bureaus and divisions as needed
  • Complete performance evaluations and address disciplinary issues for approximately 10 direct subordinate employees
  • Operate and perform user maintenance of City licensed vehicles and equipment daily
  • Respond to emergencies on a 24/7 basis, in all weather conditions, including rotating supervisory standby covering nights, weekends, and/or holidays to ensure availability of adequate resources, employee supervision, guidance, and timely correction of issues
  • Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the City’s operation status
  • Performs other job duties requiring skill, knowledge, and physical requirements determined by the Assistant Superintendent and/or Superintendent based on the current workload and department needs


In addition to the listed minimum requirements, the ideal candidate for this position will have experience in areas listed in the PREFERENCES section of this ad.

Minimum Requirements:

MINIMUMS: Any equivalent combination of education and experience equivalent to High school or G.E.D. plus five (5) years experience in utility maintenance and construction, including two (2) years in a supervisory capacity. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. Preferences:

  • Minimum of 5 years’ experience in the field of municipal water or water meter operations
  • Knowledge of regulatory standards and requirements of a municipal water distribution system
  • Experience in planning and organizing work projects
  • Knowledge of a computerized work order management system and GIS mapping system
  • Knowledge of utility marking standards and excavation requirements
  • Ability to work in extreme weather conditions

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
