Utility Service Worker II - W&L

The purpose of this job is to perform skilled and lead work in the connection and disconnection of metered services due to account changes. Completes service orders on metered utility services. Collects and records metered service data using GPS. Provides training and onboarding of utility service workers and cross-trains other employees.

  • Leads and coordinates the work of a group of employees; assigns and prioritizes tasks; provides guidance and instruction on tasks.


  • Performs metered services disconnections and reconnections for delinquent utility accounts.

  • Contact customers to investigate and resolve utility billing concerns with metered services.

  • Completes service orders on metered utility services.

  • Collects and records metered service data using GPS.

  • Trains and onboards utility service workers; cross-trains other employees. Provides input and feedback on utility service worker job performance to supervisory staff.

  • Installs and/or replaces water and electric meters.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • No supervisory authority. Work does require providing guidance and training to others.

  • May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
  • High School diploma or equivalent.


  • 3-5 years of utility work experience, preferably with water and electric metering.

Licenses or Certifications
  • Valid driver’s license.


Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:
  • Water meter types, setup, and configuration of radio transmitters.


  • Electric meter types, applicable safety practices, and PPE.

  • Basic National Electric Codes for electric metered services.

  • Common GPS mapping software applications.

  • Relevant laws and regulations pertaining to electric and water metering.

  • Standard practices, methods, materials, tools, equipment, and safety practices of water and electric meters and billing.

  • Local geography and street locations.

Skill in:
  • Typing and/or data entry with minimal errors.

  • Communicating verbally and in writing to meet the audience’s needs.

  • Maintaining accuracy and attention to detail.

  • Providing guidance and training to less experienced employees.

Ability to:
  • Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.

DISTINGUISHING CHARACTERISTICS
Positions assigned to work on-call are required to maintain a telephone and permanent residence within 50 road miles of City Hall, 701 E. Broadway, Columbia, MO, within 90 days of hire.
