Under immediate supervision, assists veterans and their dependents by providing benefit counseling; provides support to veterans in applying for, and obtaining, the full range of services and benefits to which they are entitled; provides referrals to other government agencies and local community-based organizations providing services to veterans; and performs related duties as assigned.SUPERVISION RECEIVED AND EXERCISEDReceives immediate supervision from the Veterans Service Officer. Exercises no direct supervision over staff.

Some duties, knowledge and abilities may be performed in a learning capacity for entry-level (I level) positions.Provides information, counseling, application assistance, case management, post decision review, and debriefing to veterans and their eligible dependents on a diverse range of veterans’ benefits
programs.Works with veterans and their dependents to evaluate eligibility and prepare applications for benefits which may include, but are not limited to, vocational rehabilitation and education assistance, compensation and pension for both service-related and non-service-related disabilities, insurance, hospitalization, funerals, veteran loans, surviving spouse and children's benefits, and community resources available to veterans and eligible dependents, and other benefits to which they may be entitled.Assists veterans in the preparation and presentation of claims to the state and federal agencies; and in preparing forms or responding to communications received from other agencies about veteran's benefits; obtains, reviews, assembles and compiles documents and/or other evidence required in support of claims and forwards to proper agencies for processing.Refers veterans to appropriate local, state, or federal agencies and/or community service agencies in cases involving other veteran-related benefits.Interprets, explains, and ensures proper application of local, state, or federal laws, rules, and regulations pertaining to veteran’s benefits.Acts as an advocate for the veteran and/or dependents by representing their interests before the Veterans Administration in prosecuting claims or in appealing previously denied benefits.Establishes and maintains ongoing contact with veterans and their surviving dependents, other interested parties, service organizations holding powers-of-attorney, or the Veterans Administration about claims development and the status of pending claims.Conducts home calls and visits to hospitals and convalescent homes to assist clients in completing and submitting necessary applications for veterans’ benefits; may transport veterans to appointments.Compiles operational data and generates activity reports; prepares and submits reports to other agencies as directed.Assists the Veterans Service Officer in functional areas including budgeting, property control, and communications with veterans and community organizations, as assigned.Maintains database of veteran/claimant data.Attends and participates in group meetings, trainings, and conferences; learns of new developments and practices from connecting with others in field of veterans’ services.Provides information on the program by preparing bulletins and other documentation to reach out to veterans and their dependents.Performs related duties as assigned.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission. Designated classifications* are also subject to a medical examination, which includes a review of medical history.
