Job Purpose

Head of the Enterprise Fraud Management (EFM) system - responsible for system development and managing real-time alerts to prevent Fraud losses.

Enterprise level role - Responsible for implementing a world-class Fraud Risk framework/strategy through cutting-edge Fraud Prevention/Detection technologies like
Data Forensics and Social Media investigations.
The role is Bank-wide, including
direct responsibility of anti-fraud function in Egypt
.

Planning & organizing both internal & external financial investigations dealing with the identification, seizure of personal & business assets/monies fraudulently obtained. Maintain a confidential Whistle-Blowing program to enable stakeholders to confidentially report fraud/misconduct.
Conduct Fraud Risk Assessments & provide expert advice on new products/initiatives (Digital Products, Mashreq Neo, etc), prior to launch to safeguard Fraud risk.
Key result Areas

Independently manage the entire EFM system with over 50 scenarios and alert volumes of over 2000 alerts/day and EFM team of 7. Ensure actions on alerts within TAT to protect bank from fraud losses. Responsible for developing/refining new scenarios.

Implementation of Fraud Prevention & Detection strategies through Data Forensics and Fraud Risk Assessments.

Initiate, lead large investigations and people/asset tracing efforts involving Data analytics and Social Media investigations. Directly responsible for IBG locations FP&I teams. Ensure tracking of fraudulent transactions for use in court to establish evidence of illegal activity. Maintain a confidential Whistle-Blowing program to enable stakeholders to confidentially report fraud/misconduct.

Provide expert advice in a consultative role in areas of Fraud prevention relating to new Bank wide initiatives, especially Digital.

Raise awareness of fraud risk concerns, anti-fraud awareness & education efforts through training, E-Learning, periodical nuggets and sharing of fraud news/alerts.

To apply independent judgment, specialized skills, plans and initiates the appropriate course of action for the purpose of resolution and restitution of large/complex frauds involving large amounts at stake. Ensures people/asset tracing in order to avoid/minimize fraud losses for the Bank.

To interact with both the local and international regulatory and other authorities i.e. Police, Central Banks, law enforcement authorities and legal law firms.

Ensure application of professional forensic skills (including interviewing techniques) in conduct of investigations. Provide timely professional investigation reports including recommendation for process improvements to the stakeholders.
Knowledge, Skills and Experience

Expert knowledge & skills in conduct of both internal & external investigations and AML. Sound knowledge of fraud monitoring systems, Information Security tools and practices.

Forensic accounting techniques, analysis of financial documents & Advanced Accounting/Auditing techniques.

Capable of steering the division into an industry leading Centre of Excellence.

Strategic management skills and visionary qualities.

Written communication for both administrative and technical purposes. Oral communications in both one-on-one and group situations.

Multi-disciplinary capabilities: analytical, qualitative, and quantitative.

Self-motivated & takes initiative.

At least 15 years’ experience of which at least 10 years in Fraud prevention/Internal Audit functions in a large bank.

Master’s Degree in Accounting & Auditing, Criminal Justice, or related field and the CFE professional qualification.
